It is understood that the Environmental Protection Department has previously disclosed to the recycling industry that it intends to set up a pulp mill in the Environmental Protection Park, and it will invite tenders at the end of the year at the earliest.

The new paper mill has not started construction, but in recent months there has been news that the winning company has withdrawn from the environmental protection park.

One of the representatives signed by Rocsky and the Environmental Protection Agency that year was Luo Yaorong, the vice chairman of the Hong Kong Environmental Recycling Industry General Chamber of Commerce. He once admitted to be one of the partners of the paper mill.

Luo replied that "because of the epidemic, the meeting was not met, the meeting was not closed... the video or WeChat call was not accurate", and that he was only assisting the company in bidding and recycling waste paper in the future. Company name is now twins

According to the company registry, there is a company registered under the name "Rocsky International Limited" in Hong Kong.

The sole director of the company is Lu Yisheng. He is engaged in the waste paper business, producing paper paddle trays and molds, but he told reporters that his company is not the winning bidder.

It turned out that Lu Yisheng once bid for a paper mill. After failing to check the background of the winning company, he found that it was not registered in Hong Kong. So in January 2019, he changed his subordinate "Wangao International (Asia) Limited" to "Rocsky International Limited".

He confessed that he did not know where the winning Rocsky registered, and hoped to contact the real winning company or the government after the name change, but no one has inquired so far. He bluntly said, "This is a joke, very outrageous!"

Tracing and exposing mainland companies

The reporter asked Ms. Jiang, who was listed as Rocsky's contact person on the EcoPark website. The other party stated that the management had not responded temporarily, but admitted that the company has nothing to do with Rocsky registered in Hong Kong.

The contact email she provided is the email address of "Hong Kong Environmental Paper Co., Ltd.".

According to the company registry record, the company secretary and director of "Hong Kong Environmental Paper" are Jiang Qilun and Xie Zidan. Jiang Qilun's email is the same as the contact person, Ms. Jiang, while Xie Zidan keeps the contact email of the mainland company "Guangdong Huazhong Group".

Huazhong's website introduces business including oil product trading, petroleum refining and so on.

In 2018, mainland media rewritten the EPA press release, stating that the winning Rocsky was the Huazhong Group.

The reporter contacted Huazhong, but no reply was received. The mainland search also failed to find a company named Rocsky in English.

Contacted CLP after winning the bid

Liu Yaocheng, president of the Environmental Waste Recycling Industry Association, had a meeting with the head of the winning company last year to discuss cooperation space. He said that the paper mill was behind a mainland enterprise.

He said that the other party had disclosed that "the cost of construction in Hong Kong is ten times that of the mainland", and he considered switching to pulp.

Liu said that papermaking involves a drying process and consumes a lot of energy. If it is made into paper pulp, it will save electricity.

CLP stated that at the end of 2018, it received Rocsky's inquiry about the technical requirements for a substantial increase in power supply. Afterwards, the Environmental Protection Park proposed that the park should provide space for CLP to build additional power supply equipment and is waiting for government approval of this plan.
