The FDC applied to the police to hold a parade on Hong Kong Island on October 1, but immediately received a notice of objection from the police. The FDC appealed to the Public Assembly and Procession Appeals Committee. The hearing today (28th) yielded results.

Hong Kong Island Police District Superintendent Zhang Zhiwei said that the Public Assembly and Procession Appeals Committee upheld the decision against the procession. The police welcomed this and urged citizens not to participate in illegal activities that day, and emphasized that the police will decisively enforce the law by then.

The convener of the FDC, Cham Zijie, later met with reporters and said that the failure of the appeal reflected Lam Cheng’s use of the anti-epidemic tool to suppress opposition voices. He also pointed out that the "five major demands" of the democrats have not yet been responded to by the Hong Kong government. He reiterated his request for those in power to release all "righteous people". "Including 12 Hong Kong residents who were detained in Shenzhen Yantian Detention Center.

Hong Kong Island Police Superintendent Zhang Zhiwei met with reporters in the evening and said that after a risk assessment, he believed that the parade to be held by the FDC on October 1 was a high-risk event and that it would increase the risk of contracting new coronary pneumonia, endanger public safety and affect others s right.

He also pointed out that there have been many illegal assemblies and violent incidents in recent days, so the police opposed the demonstrations in accordance with Chapter 245 of the Public Security Ordinance.

After the FDC appealed, the Public Assembly and Procession Appeals Committee upheld the relevant decision. The police welcomed this and appealed to the public not to participate in illegal activities that day, and emphasized that the police will decisively enforce the law by then.

The police emphasized that they respect the rights of every citizen to march and assemble. As for the deployment of the day, the police said that there will be sufficient police in all districts.

Illegal behavior is never tolerated.

The Security Bureau issued a press release in the evening stating that the Public Assembly and Procession Appeals Committee decided to uphold the police's decision to oppose the holding of a public procession on October 1 after the hearing. It emphasized that the relevant event was an unauthorized assembly. Anyone who promotes or promotes the procession Announcement or participation in a demonstration may violate the law.

According to the Security Bureau, it has noticed that some people have claimed on the Internet that they will continue to participate in the procession and will not care about whether the procession is approved, and advocate the use of violence, including the throwing of petrol bombs and illegally blocking roads.

These acts severely disrupt social peace and the crimes committed are punishable by long-term imprisonment.

"According to the Hong Kong Bill of Rights and the International Covenant on Civil and Political Rights, freedom of procession and assembly is not absolute. It can be restricted by law to protect public order, public safety or the rights of others. The court ruling further pointed out that once a demonstration Involving violence or threats to use violence is beyond the boundaries of peaceful demonstrations protected by the constitution." The

FDC urges citizens to wear black clothes to express their views on "October"

FDC convener Cham Zijie said that his appeal was rejected as expected. He denounced that the fight against the epidemic had become the best tool for Lin Zheng's political suppression.

He pointed out that the FDC was unable to hold the 11th parade this year and urged Hong Kong people to be careful that day. "According to the past police enforcement situation, the police will unreasonably abuse Chapter 599G and arbitrarily sue the public."

He pointed out that at the police meeting, the Ocean Park was used as an example, saying that the acceptable way of marching requires real-name registration, and the marchers need to provide their names and contact numbers so that the police can track the source of the virus.

Cen refuted the police's claim that real-name registration is not required for public swimming pools to reopen. This reflects that the police have exhausted every means to obtain the exact personal information of the marchers. The situation is worrying.

Cen Zijie claimed that although the 11th parade could not be held, he still hopes that the demands can be highlighted. He reiterated that the original theme of this parade was "Don't forget the righteous people, release 12". He also pointed out that the five major demands have not been implemented yet and demanded that the government release all politically prosecuted. People, including 12 Hong Kong residents in the Mainland.

He pointed out that the FDC will publish a full-page advertisement in the newspapers on the 11th, hoping that citizens can cut off the slogans and wear black clothes to express their opinions.

Cham Zijie also pointed out that it is impossible to estimate when the police and the government will use the epidemic to suppress Hong Kong people. He emphasized that the FDC will continue to apply for demonstrations until they succeed.

Cen finally mentioned that this is the last time he and Chen Haohuan have applied for the parade as the FDC's chief and deputy conveners. The FDC will announce the list of next conveners after the annual general meeting.
