On the minibuses participating in the pilot program, the seat and seat belt buckle will be equipped with additional devices to detect seat occupancy and the status of passengers wearing seat belts.

If the seat is vacant, a green light will be displayed above the passenger seat; if the seat is already used by a passenger but the seat belt is not worn, a red light will be displayed.

The LCD screen located at the front of the car near the driver's seat will also display the relevant situation.

The Transport Department stated that the relevant trials are expected to be completed in the first quarter of 2021. At that time, depending on the results of technical studies, the authorities will consider extending the technical solutions to other green minibuses and applying them to other public transport vehicles.

Special-line minibuses will install devices on the seats and seat belt buckles. If the passenger is not wearing a seat belt, the LED above the passenger will display a red light, and the LCD screen next to the driver's seat will also display the relevant situation.

Chen Wenjun, Chief Executive Officer of Jinzhi Bus and spokesman for the Green Minibus Licensees Association, said that his company has minibus lines to participate in the pilot program.

He pointed out that if the passenger does not wear a seat belt, the driver will remind the passenger in the form of persuasion, and will not force the passenger to cooperate in case of repeated persuasion.



Chen Wenjun said that the police should strengthen the law enforcement of "snake release". At the same time, they believe that the driver is not legally responsible for passengers who refuse to wear seat belts. Even if the legislation requires passengers to wear seat belts in the future, the responsibility should not fall on the driver, otherwise it will increase Their pressure.

Ling Zhiqiang, chairman of the Public Light Bus General Chamber of Commerce, also said that drivers are not legally obligated to require passengers to wear seat belts. He described "No passengers are willing to wear seat belts, but they want to stop?" Only by law enforcement can passengers increase their awareness of wearing seat belts.
