Faced with the magnitude of exceptional health insurance spending linked to the health crisis, the government has decided to tax complementary health insurance (mutuals, insurers and provident institutions) to the tune of 1 billion euros this year, and 500 million in 2021.
The executive justifies this "
exceptional contribution
" by the fact that the complementary have kept their rates unchanged while they have assumed fewer reimbursements, due to the sharp decrease in city care during confinement and care in 100% by the Social Security of certain acts (screening tests and teleconsultations in particular).
In the end, the complementary would have saved more than 2 billion euros over the year 2020, according to Bercy calculations.
Despite the government's commitments, this is a new tax

This temporary contribution, based on the health turnover of organizations, may be reviewed in 2021 depending on the evolution of the health situation and the updating of the level of savings observed.
