Yesterday: The Knesset plenum yesterday morning approved the plan of Prime Minister Netanyahu and the Minister of Finance to expand the economic safety net, which was unanimously approved by the government last week.

The expansion includes a series of measures to reduce the damage to the economy during the period of closure and to deepen the economic response to businesses, including lowering the threshold for damage to the business to receive a fixed expenses grant in September-October to 25%;

Providing advances at the expense of a fixed expense grant;

A comprehensive employee retention program;

And the postponement of the reduction in unemployment benefits.

For the purpose of financing the said measures, and also because of the expectation of expanding the eligible populations due to the restrictions imposed at this stage, the Knesset plenum approved the increase in government expenditure in 2020 by NIS 2.5 billion to deal with the corona crisis;

And in 2021 by an additional NIS 8 billion.

The increase will not be part of the calculation of the expenditure limit for the coming years.

Meanwhile, the Ministry of Finance, the Histadrut and the presidents of employers and businesses have reached agreements on how to pay for the days of isolation.

The agreements stipulate that the days of isolation will be reduced from the quota of sick days of the employee, and the payment for the days will be as stipulated by law.

The employee will bear the cost of the first two days and the state and employers will share the cost of the remaining days, so that in the end - the cost will be shared between the employee, the state and the employer.

It was also agreed that the Histadrut would not declare labor disputes and would not take organizational measures demanding an extension of eligibility.

However, the Histadrut remains open to shutting down the economy and imposing sanctions in order to "reach favorable agreements regarding the days of isolation, according to which the employer will be entitled, among other things, to pay the employee 100% of sick days from the first day of isolation."

The state will not indemnify the employer for the complementary part to the beneficiary arrangement.

At the request of employers, the agreements will not apply to employees who have returned from a private trip abroad.

There is an obligation to register the insulation on the website of the Ministry of Health.

The employer will work to assist the employee in submitting the report.

Outline for payment of insulation

In response to employees who do not have a quota of sick days, it was agreed between the parties that the employees will receive payment for the isolation days, according to the following division: 0% of wages on the first day, 50% of wages on the second day, 50% of wages on the third day, and 70% as of today Fourth and beyond.

This payment will be fully funded by the state.

In order to complete the process of enacting the agreements, the parties applied to the High Court to extend the existing arrangement by 28 days. The indemnity to employers will also be given retroactively for October. Finance Minister Israel Katz said: To each and every one of the employees.

I welcome the agreement reached, with important cooperation between the parties, that will directly and uncompromisingly assist the business sector.

This is a significant acceptance of responsibility by the State of Israel for the consequences of the corona crisis.

The chairman of the Histadrut, Arnon Bar-David, added: "The size of the hour requires everyone to show responsibility and bear the burden together.

The agreements reached despite the disagreements, on the issue of payment of isolation days, create a proper balance in the world of labor relations. "The chairman of the employers 'presidency and the president of the Manufacturers' Association, Dr. Ron Tomer, concluded: Or at the expense of the employee, but out of a sense of national responsibility, we agreed to bear a joint burden.
