The President of the Republic finally gave the contours and certain details of the bill on "separatism" which will be present.

This speech was long overdue.

At 10:55 am, President Emmanuel Macron took his place behind a lectern announcing “The Republic in action” to talk about religious separatism in Les Mureaux (Yvelines).

Of Islamist separatism, more exactly, the president not citing any other religion in his preamble.

Because Islamist separatism has set up "a methodical organization to create an order parallel" to that of the Republic.

“We are not a society of individuals, we are a Nation of citizens.

Our greatest treasure is this block that we form, it is one and plural, ”argued the president after an hour and a quarter of speech, before answering journalists' questions.

The President of the Republic has made several announcements, included in a law against separatism, the draft text of which will be presented on December 9 in the Council of Ministers by Gérald Darmanin and Marlène Schiappa.

Compulsory education from 3 years old will be at school.

The distance school will be reserved for children with health imperatives.

"More than 50,000 children follow home schooling, a figure that increases each year," noted Emmanuel Macron, lamenting that many of these children actually go "in structures, walls, no windows, welcomed at 8 hours and until 3 pm by women in niqab, where, when questioned, they say they only learn prayers ”.

The mayors more controlled by the prefects.

"Elected officials, sometimes under pressure from groups or communities, set up denominational menus in canteens, as we have seen in Seine-Saint-Denis or Normandy, or access slots to swimming pools" depending on whether you are a man or a woman, began the president.

Once the law has been voted, the prefect will be able to “suspend the municipal acts corresponding to this decision”.

Until then, the grounds for dissolving associations were "very limited", noted the Head of State;

The end of ELCO.

The Language and Culture of Origin Education (ELCO), designed in the 1970s, allows children of immigrant parents, to keep a link with their roots, to learn the language of origin of their parents.

The lessons, given at the school, are provided by teachers recruited, paid and supervised by the countries of origin.

This concerns Arabic, Portuguese, Turkish, Italian, Spanish and Croatian.

Another device will be put in place, assured the president, allowing France to have control.

We must, he said, "teach more the Arabic language at school" or "in an extracurricular that we master" because "our youth is also rich in this plural culture".

Obligation of religious neutrality for employees of companies delegated to a public service.

The objective is to avoid the “drifts” observed “when the public service is granted”.

Turn of the screw on the financing of mosques.

To strengthen the control of the funding of places of worship, he affirmed that he intended to "encourage" Muslim religious associations, which are mostly constituted under the regime of the association law 1901 "to switch" to the regime of the law of 1905, less flexible in terms of accounting obligations.

In addition, for mosques wishing to remain under the 1901 regime, “we will replicate […] the constraints that exist under the 1905 law”, he added.

The Head of State also announced his desire to "prevent putsch" by "extremists" in a mosque.

A "very robust anti-putsch device" will appear in the future bill against separatism.

It “will prevent these protagonists […] from using the weaknesses of our own rules to come and take control of religious associations […] to go and preach the worst”.

Help the CFCM to structure the Islam of France, and to be responsible for it.

The State being secular by nature, it will continue to support the French Council of Muslim Worship, which must within six months "at the latest" "finalize the work of labeling imam training in our country", have a “religious responsibility” on the “certification of imams”, and commit to making them respect a charter of values.

“To ban Islam is stupidity.

It is the greatest gift that we could give to those who want to rock the Republic ”, argued the president.

But it is necessary "to detach from consular Islam", that is to say foreign, the "imams and chanting".

Macron in this regard recalled an announcement made in February: to put an end within four years to the system of seconded imams, these some 300 imams sent by Turkey, Morocco and Algeria to French mosques.
