Anti-Covid measures: why Ile-de-France is cut in two

2020-10-05T19:15:06.384Z

Bars closed, reduced access to swimming pools in Paris and the inner suburbs, but not in the outer suburbs ... Aurélien Roussea

Covid, red alert.

Since this Sunday, Paris and its small crown are classified in the maximum alert zone, with a certain number of restrictions, in particular the closing of bars, which apply, but only in certain departments.

The director of the Ile-de-France Regional Health Agency, Aurélien Rousseau, explains why Ile-de-France is cut in two, with Paris and the Hauts-de-Seine departments on one side, of Seine-Saint-Denis and Val-de-Marne, and on the other, Yvelines, Essonne, Val-d'Oise and Seine-et-Marne.

What meaning does the distinction between the two crowns of the Ile-de-France region have when we know that there are 3.7 million daily trips between the inner suburbs and the rest of the region?

Aurélien Rousseau.

From the start, we can clearly see that the dynamics of the epidemic are not the same between Paris, the inner suburbs and the outer suburbs.

When the incidence in Paris is 260, it is 87 in Seine-et-Marne.

For 20-29 year olds, it is 500 in Paris and 180 in Seine-et-Marne.

All administrative police measures taken by the police chief must be viewed in a proportionate manner.

Our responsibility is to explain them with regard to the epidemic monitoring indicators.

But I nevertheless recall a whole series of actions at the regional level.

The gauge is reduced to 50% in all the universities in the region, since the student public is particularly mobile.

And the measures concerning nursing homes, which should extend to the whole of France, are also at the regional level.

Finally, at the hospital, the pooling of bed regulation still remains at the regional level.

What about the situation of hospitals?

To date, 2,328 Covid patients are hospitalized, including 416 in intensive care, or 36% of intensive care beds.

This means that in front of us, we have this risk of having to deprogram, and we started in places.

It is not a techno term, which would relate only to hospital management, but to the lives of people, when we expect a knee or hip prosthesis for example.

It is therefore not an easy decision to make.

The closing of bars, is it mainly aimed at 20-30 year olds, among whom the number of new positive cases is exploding (500 new cases per 100,000 inhabitants in Paris)?

It is certain that this population worries us because the incidence is extremely high, but we reason in terms of behaviors and risks, not by stigmatizing part of the population.

It would also produce effects contrary to those sought.

I also sometimes go to a cafe or bar near my home, in the 19th century.

We can see that barrier gestures are less respected, regardless of the age group.

In the morning, those who are there are not only young people under 30 but also older people, some at risk.

In restaurants, where you stay seated, you can organize things differently, space the tables.

In bars, it's more difficult.

Where are we with the screening times in Ile-de-France?

225,000 tests were performed last week.

In two weeks, average turnaround times have dropped from 75 hours to less than 50 hours.

These data should be taken with caution, but it is positive even if we continue to chase blackheads.

Today, 18 permanent collection centers are operating for symptomatic people with prescriptions, contact cases and nursing staff.

There, the deadlines are around thirty hours.
