The Kwun Tong District Working Group Concerning the Rights and Interests of Residents in Subdivided Housing was held today (8th).

During the meeting, discussions will be made on the content of future research conducted by sub-house tenants.

According to figures from the Census and Statistics Department in 2018, there are 4,630 subdivided housing units in Kwun Tong District, housing 4,629 households, with a total of 11,000, accounting for 20% of all subdivided housing units in Hong Kong.

A research organization composed of teachers and research assistants from the Tang Lo Fung Yin School of Social Sciences of the Caritas Institute of Technology, as well as district councillors, hope that the relevant research will help the government better understand the current situation of subdivided households and incorporate them into the study of re-establishing rent control In reference, to implement rent control as soon as possible to fundamentally help sub-house tenants.

It was mentioned at the meeting that it is currently estimated that about 120,000 yuan will be needed for research and printing of the report, and the report is expected to be released in February next year.

The research will focus on four major areas, including the current status of subdivided housing in Kwun Tong, the economic status of its tenants (income and expenditure), the environment and rental of subdivided housing (in the case of the epidemic), and residents' suggestions for housing improvement.

The research will use the intentional sampling method, that is, based on the subjective experience of the investigators, select those units that are judged to be the most representative of the overall sample from the overall sample to find the research objects, and use focus groups, individual in-depth interviews and questionnaires. Get information.

After completing the questionnaire in October this year, the research data will be formally collected in November.

Because the team had proposed to find three local organizations to help find the research objects, Kwun Tong District Councillor Pang Zhisheng suggested to the research team whether more NGOs would be sought for assistance. He believed that more organizations would be involved to expand the contact with the objects. For example Some new residents who have been in public housing for one to two years can also be used as research objects.

He explained that these households were also part of the sub-households before they went upstairs, so you can ask them about their past living conditions.

Kwun Tong District Councillor Pang Zhisheng believes that the rights and interests of sub-divided households need to be paid attention to, and suggested that the research team should do more research in this area.

In addition, Pang Zhisheng is also concerned about the rights and interests of sub-household tenants. He pointed out that many neighbourhoods reported to him that the fire-fighting equipment in their homes were insufficient. If their units had electrical damage, the owners generally did not assist in repairs and tenants had to pay for repairs Fee, he believes that the problem is that there is no regulation of sub-divided housing.

In addition, many subdivided households may need to relocate twice a year, and the cost of each relocation ranges from several thousand yuan to 10,000 yuan. I questioned whether the co-conspiracy of real estate agents in the same district forced subdivided households to move. Can get commission from it.

He said that similar incidents of collusion by geographic agents have been exposed in other districts, and he hopes that the team can study this aspect.

Kwun Tong District Council Vice Chairman Mo Jiancheng suggested that the team can start with the research on the main distribution areas of the sub-divided households in the district, because after obtaining the distribution information, the District Council can provide assistance to these areas in the future.

In addition, with regard to the income of subdivided households, Mo hopes that the research report can count the number of subdivided households receiving CSSA and understand whether the current CSSA payment is sufficient to pay rent expenses.

He believes that the current CSSA payment for one person is only about 2,500 yuan, which is a backward market situation. "There is no place to rent for 2,000 yuan." Therefore, he hopes that the team can deeply understand the expenditure and needs of sub-residents in renting buildings.

In response to the suggestions, the research team pointed out that they also hope to find more sub-house tenants and understand their needs in different aspects, so they accept the suggestions of district councilors seeking assistance from different NGOs in the district.

The research team pointed out that if the district board members have any suitable neighbourhood cases, they can also submit them for research purposes.

The team now expects to start collecting data in November, and the timing is tighter. For example, promoting cooperation between the two parties can effectively expand the scope of the research.

They also hope that the research report can be used as a reference when the government establishes rent control.
