Syria's permanent representative to the United Nations, Dr. Bashar al-Jaafari, affirmed that Syria has stood on the front lines in confronting terrorism not only in defense of itself, but also of regional and international peace and security, the values ​​of human civilization and the principles of international law, indicating that it is a victim of economic terrorism contrary to international law and the principles and purposes of the United Nations. Al-Jaafari said in a statement before the Ministerial Meeting of the Coordination Office of the Non-Aligned Movement, held under the slogan “Bandung 65… The Non-Aligned Movement is more united, effective and linked in facing emerging global challenges, including Covid 19.” “Our countries have agreed since the Bandung Conference to realize a world. More secure, peace, justice, respect, solidarity and cooperation prevail and is based on respect for the sovereignty, independence and territorial integrity of states, equality among them, non-interference in their internal affairs, abstinence from aggression, the use of force or the wave of it, and the settlement of disputes by peaceful means, which are all principles consistent with the provisions of the Charter established by the founding fathers To the United Nations ”.

Al-Jaafari added, “Today, after 65 years of its establishment, our movement collectively and many of its individual countries are facing many challenges that go beyond the national scope to the regional and international levels ... The identity of the movement itself and its role in light of the transformations it has witnessed and witnessed in the international arena must be subject to review and development. This includes taking the necessary measures to reform the work of our movement and restore its pivotal role on the international stage as an effective force in international balances and relations, which requires adherence to the ten principles on which our movement was founded.

Al-Jaafari added, “Many countries of our movement have suffered over many years from acts of aggression, occupation, and external intervention practices aimed at destabilizing the security and stability of many of our countries and undermining their sovereignty, independence, unity and territorial integrity, or an attempt to change the legitimate systems of government by force .. And recent years have witnessed a new challenge to these principles. Represented in the resort of some well-known countries to support and invest in terrorism, and to employ “terrorists without borders” to achieve their political agendas at the expense of the lives, interests and well-being of the people of the target countries, including the Syrian Arab Republic ... where the Syrians paid a heavy price in their lives and properties to confront the terrorist crimes committed by ISIS. ISIS and the Al-Nusra Front and other terrorist entities with multiple names and loyalties associated with them.

Al-Jaafari pointed out that it is regrettable that some countries of the movement itself deviated from the goals and values ​​of Bandung and adopted hostile policies to serve the interests of some influential countries and their agendas in our region, which confirms the relevance of the call to re-adhere to the principles and values ​​of Bandung.

Al-Jaafari indicated that in addition to terrorism and direct aggression, many of the movement's countries, including Syria, have fallen victim to economic terrorism practiced by a handful of countries in violation of international law and the principles and purposes of the United Nations, as successive American administrations since 1978 have imposed unilateral coercive measures on the Syrian economy and its vital sectors with the aim of Discourage us from our positions rejecting the policies of domination and occupation.

The permanent representative of Syria to the United Nations indicated that these illegal measures targeted the Syrian citizen in all details of his daily life and limited the ability of the Syrian state institutions and their humanitarian partners to provide basic services and support to their citizens and to improve the humanitarian and living situation.

Al-Jaafari clarified that despite this, the American administration and its allies refused to escalate their economic terrorism to the so-called "Caesar Act" with the aim of overthrowing the Syrian state, undermining its national options and achieving what they were unable to achieve politically and militarily and through investment in terrorism and acts of aggression. It is in this context that Syria addresses friendly countries that affirmed their rejection of these coercive measures and extended a helping hand to them, especially in light of the additional challenges resulting from the "Covid 19" pandemic.

Al-Jaafari stressed that the "Covid 19" pandemic constitutes a global challenge, especially for the countries of the Non-Aligned Movement, which is on the path of growth, and it places great pressure on the economic, health, educational and even societal sectors in all of our countries, which requires the movement to adopt a common approach to cooperation and to strengthen interdependence and trade and economic exchanges between Their states.

Al-Jaafari pointed out that even this pandemic has been politicized and used by some Western countries, unfortunately, to target certain countries, and the appeal of the Secretary-General of the United Nations and senior representatives of the organization to reduce these unilateral coercive measures to enable our countries to carry out the burdens on their shoulders has been ignored, stressing the continuation of the movement in their positions. The firm rejects unilateral coercive measures as a collective punishment of peoples and a flagrant violation of international law and human rights instruments.

Al-Jaafari pointed out that Syria is looking forward to the movement's countries' support in condemning and stopping the attacks of the illegal "international coalition", Turkey and "Israel" and ending the illegal presence of any foreign forces on the territory of the Syrian Arab Republic.

Al-Jaafari expressed Syria's appreciation for the movement’s steadfast position calling for an end to the Israeli occupation of the occupied Arab lands, including the occupied Syrian Golan, and their withdrawal from them until the line of June 4, 1967, and for stopping the aggressive acts and criminal practices committed by the occupation authorities against our people in the Palestinian territories and the occupied Syrian Golan. Syria also refused the movement to declare the President of the United States of America to recognize what he called "the annexation of occupied Jerusalem" as well as what he called "Israeli sovereignty" over the occupied Syrian Golan.

Al-Jaafari affirmed that the Syrian government adheres to its firm and principled position in support of the right of the Palestinian people to self-determination and establish their independent state on the entirety of their national territory, with Jerusalem as its capital, and to guarantee the right of return for refugees in accordance with Resolution No. 194 of 1948, stressing that the occupied Syrian Arab Golan is an integral part of the republic’s lands. And that its recovery from the Israeli occupation is an eternal right that is not subject to compromise and cannot be subject to prescription, and that Israel must withdraw from it to the line of June 4, 1967, in accordance with the relevant United Nations resolutions, particularly Resolutions 242, 338 and 497.

Al-Jaafari pointed out that the government of the Syrian Arab Republic reaffirms its position on the situation between Armenia and Azerbaijan, which the Syrian delegation had clearly expressed during its participation in the 18th summit of the countries of the Non-Aligned Movement, which was held in Baku, the capital of Azerbaijan, on October 25-26, 2019, affirming Syria's support. For the peaceful solution of the conflict between the two neighboring countries in accordance with the United Nations resolutions and the Minsk initiative.
