A suspected animal abuse incident occurred in Yuen Long. Dozens of cats and dogs in a village house in Nam Hang Pai were suspected of being neglected.

Yesterday, the tropical storm "Nangka" struck Hong Kong. Under Typhoon Signal No. 8, the RCAP Rescue Abandoned Pet Center received a request for help. It stated that there were more than 40 dogs and cats in a long-abandoned village house without water and electricity. The house was under-maintained, the sanitary environment was poor, and the smell was odorous. Some dogs suffered from serious skin diseases. Some dogs even ate the excrement of their companions because of hunger. The RCAP Rescue Abandoned Pet Center finally called for help.

This (14) afternoon, after the police, AFCD, and SPCA arrived at the scene to investigate, the AFCD and AFCD will pick up all cats and dogs and send them to the veterinarian for inspection.

RCAP stated on a Facebook page that the village house in question was rented by a woman. There were more than 40 cats and dogs in the house. The female victim only went to the village house to feed the cats and dogs every few days. Some villagers were worried about the animals starving. Throw food into the house to feed cats and dogs.

Recently, the female victim suspected that she had not paid the rent. In addition, the situation in the house was getting worse and worse. Some people were worried about the safety of the animals, so they asked RCAP for help.

RCAP also mentioned in the post, "The nearby villagers have been complaining, and they have called the police more than once. They have called the owners of abandoned houses. The Animal Protection Association has also visited the scene. In the end, it was nothing. It has not been improved."

It is reported that the village house involved was converted from a pig pen and rented by a woman surnamed Huang eight years ago. A large number of cats and dogs were raised in the house.

In response, the Association for the Protection of Animals stated that at noon today, together with the AFCD and the police, went to a premises in Yuen Long to investigate an incident of suspected neglect of an animal reported by the public.

Preliminary investigation revealed that there were 33 dogs and 12 cats at the scene, as well as cat food, dog food and water supply.

Some of the dogs only have skin problems, while other animals are generally in normal physical condition.

In consideration of animal welfare, the police requested the Association and Fisheries Conservation Department to remove all the animals in batches and hand them over to veterinarians for inspection, treatment and temporary care.

The police will continue to investigate the incident.

Kwong Junyu: Request to save all animals in the field

Legislative Council Member Kwong Chun-yu said that he was very worried that the incident was like a replica of the animal purgatory dog farm. "Animals don’t understand human language, but it doesn’t mean they don’t feel it. The health of cats and dogs in the incident is very worrying, and some are even more common. His skin disease is extremely serious, so I hope that the Association will intervene to assist and provide suitable treatment for the animals." Kwong Junyu asked to save all the animals in the field.

Kwong Chun-yu believes that the responsibility of caregivers is mentioned in the "Animal Protection Law" that is about to be revised in Hong Kong, and relevant penalties are added. He believes that the relevant laws should be implemented as soon as possible to reduce the occurrence of tragedies.

At the same time, Kwong Junyu pointed out that the evidence of the 30 animal deaths and injuries in the Haojing Garden was conclusive, but the attorney did not prosecute, showing a very wrong signal. The mistake made people think that animal life could be treated lightly, so he hoped to enforce the law. People and the authorities value the rights and lives of animals, and those who abuse animals should be severely punished and must not be released.
