At that time, the Fehlbach, which overflowed its banks north of the city guard, had proven to be a critical point in places.

Constanze Hecker and Thomas Atzenhofer from the Water Management Office (WWA) in Munich and Florian Barnerßoi from the SKI planning office presented the measures for a hundred-year flood plus 15 percent climate surcharge on Monday afternoon during the last of the five “flood walks”.

Around 20 citizens and city councilors Hans Balbach, Herbert Maier, Alois Flötzinger and Tobias Krüger took part.

The majority of the city council had not attended any of the on-site meetings, not even Mayor Max Gotz.

According to Barnerßois and Atzenhofer's words, there is a need for action in three places.

To the north of the city guard at the Kreuzweg, the engineer, on behalf of WWA, considers a reinforced concrete wall with a width of 30 centimeters and a maximum height of 1.50 meters to be necessary.

Drainage is required on the land side in order to collect the surface water that has accumulated behind the wall and return it to the Fehlbach.

“This will prevent the groundwater level from being impaired,” explained Barnerßoi.

A shaft pumping station is also required for this.

Mobile locks are provided in those places where it goes, for example, on private property.

Flood protection: Damming boards are sufficient on the buildings

The opposite bank is densely built.

Barnerßoi also advises mobile locks, so-called dam panels, to protect doors and windows exposed to flooding.

A terrain modeling, according to the planner “not just an earth wall, but a structure”, should shield a lower-lying single building on the Fehlbach between the Munich bridge and the town hall.

The water contractor began his proposals for the Fehlbach in the north of the old town with the words “This will be intense”.

The flood model showed that the Fehlbach overflows its banks in the area of ​​the transition from Franz-Xaver-Stahl-Straße to In den Hacken on the west bank as well as from the tennis courts or the Blumenhof restaurant on the Volksfestplatz.

That is why the WWA plans envisage a protective wall several hundred meters long and about one meter high on the west bank, which runs out in a northerly direction.

A flood gate in the heels

In the area of ​​the road In den Hacken, the road can be protected by means of a flood gate.

A shaft pumping station is also required here in order to return seepage water to the river.

A transverse wall is planned roughly in the middle of the allotment garden “to protect a transformer house,” says Barnerßoi.

Raising the existing path will also provide protection.

The engineer also made it clear that in the event of a hundred-year flood, part of the settlement would be flooded.

With this type of land use, this is justifiable, said the engineer.

Nobody from the allotment association was present at the on-site meeting, so there was no protest.

The Berg gauge in the Sempt between Wörth and Altenerding sparked discussions.

Balbach and Bernd Hinsche from Langengeisling recalled a gross misjudgment during the 2013 flood. At that time, the level did not forecast any further increase in the Sempt.

A far too early all-clear was the - fatal - consequence.

Because the water just flowed around the measuring devices.

Atzenhofer admitted that this phenomenon occurs after a 50-year flood.

"The level is not ideal, but we have no alternative."

Trouble with the mountain level near Wörth - water runs past it

Hecker explained that, unlike the Isar or Danube, the problem with the Sempt is that it swells very quickly.

Barnerßoi assured that this knowledge would flow into the planning.

According to Hecker, the construction of the fish ladder at the city weir will already begin next year: "But that will have no effect on the risk of flooding."

Regarding the further procedure, Atzenhofer stated "that we are now tendering the surveying work and the soil survey".

The objections from the five on-site visits will be taken into account.

With regard to mobile protective walls instead of walls, he said: "We are in talks with the city and fire departments as to whether this can be handled in an emergency."
