The General Assembly of the Legislative Council will resume this morning (21st). After the oral questioning session, it will continue to review four bills including the Statutory Law (Miscellaneous Provisions) Bill 2019.

The Secretary for Security Li Jiachao attended the meeting to respond to the case of 12 Hong Kong residents being detained in the Mainland. He later went to see reporters outside the conference hall, but was attacked by Democrats Xu Zhifeng, Lin Zhuoting and others, shouting "Release 12 Hong Kong residents" and "Li Jiachao is shameful Waiting for slogans, Li Jiachao scolded Xu Zhifeng for a while before returning to the Chief Executive to see reporters.

At about 1:30 in the afternoon, the Legislative Council had been suspended due to a lack of a quorum. Chairman Liang Junyan announced adjournment. At that time, the Democrats had only the Civic Party, Guo Rongkeng.

The meeting will resume one hour after the stream

[14:30] After the resumption of the meeting, Liang Junyan expressed that he respected the right of members to ask for a fixed number of people, but he also had the responsibility to ensure the smooth progress of the Legislative Council meetings. It is the constitutional function of the Legislative Council to ask questions about government work. Avoid interrupting members who are asking questions and officials who are responding.

Liang Junyan said that everyone is responsible for maintaining smooth operations and avoiding meetings due to insufficient numbers.

Liang Junyan then signaled the Secretary of Education Yang Runxiong to continue speaking. Mao Mengjing yelled to count the number of people. Liang Junyan reprimanded the legislators for his approval to speak on procedural issues. If the disorder continues, the relevant legislators will withdraw.

[13:33] Today, the democrats proposed a total of 4 counts. Among them, Huang Biyun, the Democratic Party, raised the count once. After 15 minutes, the legislative council had insufficient quorum. Chairman Liang Junyan announced that it had been suspended, which was the first time the legislative council was postponed. .

However, according to the "Rules of Procedure", the chairman can announce the resumption of the meeting at any time, and Liang Junyan has scheduled to reopen the meeting at 2:30 pm.

Li Jiachao's criticism of Taiwan's mutual legal assistance is unreasonable

[12:55] Li Jiachao, Secretary of the Security Bureau, pointed out that he understood Pan Sheng's sadness very well, and he always hoped that Chen Tongjia would go to Taiwan as soon as possible.

He emphasized that if Chen Tongjia goes abroad to apply for a permit, the police will not hinder him at all. He also pointed out that there is currently no law to provide judicial assistance with Taiwan.

He criticized that Taiwan used judicial assistance as a prerequisite for Chen Tongjia's visit to Taiwan, because it created obstacles, made unreasonable disturbances, and had political considerations. For example, he cited the sarcophagus hiding case a few years ago, and there was no mutual legal assistance.

He reiterated that Hong Kong has no restrictions on Chen Tongjia's exit. If Taiwan does not approve entry, it will be difficult for airlines to allow him to board the plane, stressing that the current dominant power lies with Taiwan.

As for the safe house issue, Li Jiachao said that according to risk assessment, the police would review it from time to time, emphasizing that it was to protect his personal safety and would not hinder him from doing anything.

Zeng Guowei: Afraid of losing the Legislative Council election

[11:05] The Democratic Party’s Xu Zhifeng asked that the government postponed the general election to September 5 next year on the grounds of the severe epidemic and questioned whether it is easier for citizens to vote on the Legislative Council election day than to participate in large-scale public events such as the return celebration and the National Day. Let the epidemic spread; will the government repeatedly reschedule elections for different reasons in the future and evolve it into a "ten thousand years parliament."

The Secretary for Constitutional and Mainland Affairs, Zeng Guowei, said that the health and well-being of citizens is the government's primary consideration. According to the figures from July 8 to 31, the number of new cases increased by 140% over the past six months. The election involved 4.4 million voters. It must be completed within 15 hours, and there is a large and continuous crowd gathering at the central counting station, which is not the same as celebrating festivals.

He also said that the candidates were unable to conduct meaningful and legally permitted collective activities due to the gathering restriction order, causing the problem of unfair elections. He described the adjournment as a difficult but necessary decision.

Zeng Guowei said that the epidemic has not stabilized, nor has it been determined when it will end. Experts even pointed out that there is a chance of another outbreak in the winter at the end of the year, so there are no plans to hold elections at this stage.

Xu Zhifeng said that while bars and tour groups can continue to relax, citizens have been deprived of their voting rights, and asked whether the government is afraid of losing.

Zeng Guowei said that the government postponed the election without considering any political factors and was not afraid of losing. He also cited as an example that the government did not postpone the district council elections during the severe riots last year.

He promised to do his utmost to ensure that the election will proceed smoothly and on schedule next year.

[11:00] The democrats displayed the slogan "Immediately Release the Twelve Hong Kong People" on the table. Chairman Liang Junyan did not ask to take it away.
