The General Assembly of the Legislative Council will resume this morning (21st). After the oral questioning session, it will continue to review four bills including the Statutory Law (Miscellaneous Provisions) Bill 2019.

Zeng Guowei: Afraid of losing the Legislative Council election

The Secretary for Constitutional and Mainland Affairs, Zeng Guowei, said that the health and well-being of citizens is the government's primary consideration. According to the figures from July 8 to 31, the number of new cases increased by 140% over the past six months. The election involved 4.4 million voters. It must be completed within 15 hours, and there is a large and continuous crowd gathering at the central counting station, which is not the same as celebrating festivals.
He also said that the candidates were unable to conduct meaningful and legally permitted collective activities due to the gathering restriction order, causing the problem of unfair elections. He described the adjournment as a difficult but necessary decision.
Zeng Guowei said that the epidemic has not stabilized, nor has it been determined when it will end. Experts even pointed out that there is a chance of another outbreak in the winter at the end of the year, so there are no plans to hold elections at this stage.
Xu Zhifeng said that while bars and tour groups can continue to relax, citizens have been deprived of their voting rights, and asked whether the government is afraid of losing.
Zeng Guowei said that the government postponed the election without considering any political factors and was not afraid of losing. He also cited as an example that the government did not postpone the district council elections during the severe riots last year.
He promised to do his utmost to ensure that the election will proceed smoothly and on schedule next year.
