The Civil Service Commission this week opened a lawsuit in the Haifa Civil Service Disciplinary Court against the chairman of the Fire Brigade Committee, Avi Ankuri, Walla! NEWS learned today (Wednesday). legal proceedings, as published in Walla! News in May Wai stabilization disciplinary investigations.



the first charge indicates that Ankori, used from 2013 as chairman of the workers committee, would not sign an attendance card upon entering and leaving the watch, and reported by telephone to the commander or deputy shift station on the presence or Regular absence.

This is in contrast to the procedures and guidelines distributed on the subject, inter alia on behalf of Human Resources in the Fire and Rescue Commission.

The lawsuit mentions 35 cases in which the chairman of the fire committee did not sign an attendance card according to the binding procedures.



“In this conduct, the defendant created a situation whereby his actual presence at the station could not be traced.

"In doing so, the defendant behaved in a manner that violated the discipline of the civil service and behaved in a manner that was inappropriate for his position," it was written.

The second charge deals with the offense of non-acceptance of authority.

"During 2019, on several different and numerous occasions the defendant refused to accept the authority of his commanders, to obey their instructions and to comply with the instructions of the authority," the Civil Service Commission argued.



According to the human resources guidelines of the Fire and Rescue Authority, there is no payment of wages to an employee who is not staying at the station and no wages are to be paid for the activities of the workers' committee, which must be done voluntarily.

The lawsuit states that this was even clarified to Ankuri in a conversation with the Haifa District Commander of the Tafser Fire Department, Arie Regev.

"Notwithstanding the foregoing," it read, "and notwithstanding the instructions given to the defendant in person, during 2019 the defendant used to go out during the shift for his various occupations, including meetings on committee matters, without request and in any case without obtaining permission for these departures."



It was also written that Ankuri even refused to attend several meetings with one of his superiors, meetings that were supposed to deal with his return to operational competence.

In another case, in August 2019, Ankuri went on vacation abroad without coordination and approval from his superiors at the fire department.

The third charge against Ankuri deals with stamping an attendance card at another station.

The directive issued by the head of human resources at the fire department emphasizes that every employee must sign a ticket at the station where he works.

According to the lawsuit, however, Ankuri signed a ticket at the fire station in Tivon, which is close to his place of residence, even though he is associated with the Haifa station and does not work at all at the Tivon station.



The fourth charge deals with filing conflicting statements in court, as revealed in Walla!

In 2017, Ankuri submitted a document to the court in which he stated that he was paid like any other firefighter, and received compensation from the insurance company in the amount of NIS 50,000.

In another lawsuit, however, he contradicted his testimony, claiming that he had not served as a firefighter for at least two years.

"In these acts, the defendant made contradictory statements regarding the performance of his actual operational role in the authority, before two different courts, and his statements are contradictory. In doing so, the defendant violated discipline in the civil service and behaved inappropriately for his position as a civil servant."

The fifth and final indictment against Anchorage concerns failure to appear for a disciplinary hearing.

In August, he was interrogated with a warning at the offices of the Disciplinary Investigations Division in Haifa.

At one point during his interrogation, Ankuri asked to stop the interrogation due to pelvic pain.

The interrogation was stopped and Ankuri was summoned about a week ago for another interrogation, which he did not attend.

The Disciplinary Investigation Division tried to summon him for questioning once more, but according to the lawsuit, the chairman of the workers' committee refused to cooperate with the investigators. The



sentence imposed on Ankuri could lead to dismissal and a false statement to the courts. No response was received.
