The drama today (Wednesday) in the Knesset plenum, which approved the proposal of MK Tamar Zandberg (Meretz) and Yesh Atid-Telam to establish a parliamentary committee of inquiry into the submarine affair, may be decided in the legal arena and add fuel to the authorities' war.

After the vote rushed Speaker, Yariv Levin, turn it off. The debate over whether a position has the authority to cancel the vote, can be solved if they find answers to two key questions.

One question concerns the nature of the voting: Does the government wanted to hold a roll call before electronic voting began? According to coalition chairman Mickey Zohar, the answer is yes.

Another question is whether the chairman of the coalition has any authority to request a name vote on behalf of the government or whether this authority was given only to a minister or deputy minister who is currently in the Knesset plenum.

These two questions are now being considered by the Knesset. .

One thing is undisputed: the debate between the coalition and the opposition would not have been born if Levin and Zohar had seen the past.

The two did not expect that this was a proposal with a high explosiveness, one that should be taken too seriously from any ordinary opposition proposal.

Did not see the past.

If the two were with their hand on the pulse, it is doubtful we would have witnessed this farce in the plenum.

Speaker Levin had to conduct the meeting himself and not send the job to one of his deputies - in this case Mansoor Abbas joint list. Zohar had to make sure that all his party and the coalition will vote.

Ostensibly, the vote on the establishment of a commission of inquiry was, without a real chance. MKs of blue and white announced in advance will be absent, in an attempt to avoid a situation in which they are voting against the election promise their important - and embarrassing themselves. Likud were to mobilize the members of the coalition, as stated, to bring down the offer plenary.

In practice, ministers and Knesset members did not appear in plenary: some were In the discussions of the Corona Cabinet and others, there was a delay in the Knesset corridors.

Just before the re-vote: Netanyahu acted behind the scenes against the submarine investigation committee

Levin sought to replace his deputy Abbas who chaired the meeting, announced the cancellation of the first ballot, and held a re-vote.

The opposition boycotted the second vote, and the plenum rejected the establishment of the commission of inquiry.

Documentation from the plenum shows Zohar approaching Abbas several times before the vote, but we do not hear in the video what he is saying to him.

Abbas is heard responding: "Okay."

Zohar now claims that he then asked Abbas to hold a Semitic vote, and Abbas claimed in response that he did not hear.

In contrast to electronic voting, in which all Knesset members vote on the screen at their seat, by a secret ballot, Knesset Secretary Yardena Meller-Horowitz reads the names of Knesset members in order, and each one, one by one, says out loud their vote - for or against.

In this case, the chance of passing the bid is lower.

Walla!

NEWS It was learned that shortly before the Knesset voted for the second time to establish a parliamentary inquiry committee into the submarine affair, Prime Minister Netanyahu acted to thwart the proposal.

He called one of his advisers in the Knesset, and during the conversation between the two, the prime minister made sure that he had a majority against the establishment of the committee.

The Knesset Rules of Procedure stipulate that a name vote may be conducted at the written request of 20 Knesset members or at the request of the Government.

Did Zohar ask for such a vote before the regular vote began?

Is he considered a representative of the government or just a deputy minister and minister?

Minister Tzachi Hanegbi and MK David Bitan of the Likud, who previously served as chairman of the coalition, told Walla!

"It is an age-old procedure," Hanegbi said. "According to them, this has been the case with other votes in the past.

The implication is beyond this decision alone: whether High Court judges or any legal entity determines Otherwise - there will be a reason to disqualify dozens of votes in the past.

The Knesset secretary also stated this, but the opposition insists that the person who should apply is a minister or deputy minister.

Before the two questions are decided, one conclusion has only sharpened today: the current coalition has been left without any right to exist - its management is failing, its function is indicative of recent signs of dying and the election threat is not only hovering over it - but already living within it.

Blue and white members were absent, Likud members did not show up and Netanyahu was not ashamed for a moment when he interrupted a Corona cabinet meeting to send his ministers to thwart a commission of inquiry that could have hurt him politically.

If the elections have already been forced on the citizens of Israel, it is better that they go ahead - and soon.
