The government issued a statement in the evening that Zhang Jianzong reiterated at the meeting that the Basic Law ensures that the people of Hong Kong enjoy extensive rights and freedoms. The rights and freedoms of speech, press, publication, association, assembly, procession, and demonstration are all subject to the Basic Law and the Hong Kong Human Rights. The Bill fully guarantees.

Zhang Jianzong: There is no political persecution in Hong Kong

He cited a number of regulations at the meeting, including Article 85 of the Basic Law. The courts of the Hong Kong Special Administrative Region shall conduct trials independently without any interference, and judicial personnel shall not be held accountable for their conduct in performing their judicial duties; Articles of the Hong Kong Bill of Rights Articles 10 and 11 also provide adequate protection for anyone who is subject to criminal charges or whose rights and obligations are involved in litigation.

Zhang Jianzong emphasized that anyone accused of violating the law in Hong Kong will be tried in an open and fair manner. The Hong Kong courts will, as always, handle all cases independently, fairly and impartially with their good rule of law and human rights protection.

He also pointed out that since Germany has long-term diplomatic personnel stationed in Hong Kong, the German authorities should fully consider the above factors to determine the facts and process refugee status applications. If the authorities have not conducted a basic assessment of the facts, the SAR government is disappointed.

He asked the German Consul General in Hong Kong to convey the position of the SAR government to relevant German authorities.
