Aiwanger's windminder should fix it

The expansion of wind power in Bavaria has degenerated into a mild breeze.

Bavaria's Minister of Economic Affairs, Hubert Aiwanger, wants to change that - with the help of so-called wind care providers.

The municipality of Pullach wants to promote a wind power project in Forstenrieder Park and can now use the services of Aiwangers experts.

Pullach

- Bavaria's Minister of Economic Affairs Hubert Aiwanger (FW) gave the starting signal for the “Windkümmerer” project in Bavaria yesterday in Pullach on the edge of Forstenrieder Park.

Experts for wind energy projects are to support selected municipalities in all government districts of the Free State with the planning of wind power plants.

The wind care workers are part of the wind energy offensive initiated by Aiwanger, which is intended to give new impetus to the recently faltering expansion of wind turbines in Bavaria.

"We now have to feel our way forward again," said the Minister of Economic Affairs, in view of the fact that after the first wave of wind construction projects in the Free State, the mood in the population had turned, after some "on the ground may have meant it too well and too many." Have installed wind turbines around villages ”.

Municipalities struggle with bureaucratic and organizational hurdles

But those responsible in the municipalities not only have to struggle to find majorities for wind power projects, they also have to overcome many bureaucratic and organizational hurdles, according to Aiwanger.

Some mayors felt left alone, especially in small communities.

This is where the aim is to start with the wind minders, who should advise the municipalities not only on the question of location and the potential analysis of wind turbines, but also when it comes to attracting the population to the project and moderating it if there are conflicts.

Wind turbines planned along the A95

The municipalities of Pullach and Neuried are among the total of 44 municipalities that - partly in a merger - have sought the services of a wind care provider.

Both municipalities see suitable areas in Forstenrieder Park to build and operate wind turbines there.

“On the autobahn would be an ideal location,” says Pullach's Second Mayor Andreas Most (CSU).

Because in the forest on the A 95 there are no problems with the 10H rule, which regulates the distance from wind turbines to the next residential development.

“And nobody cares,” he believes.

Most is chairman of the supervisory board of the community-owned energy company IEP, which operates a geothermal district heating network in Pullach and thus, according to Most, covers almost 60 percent of the local heating energy needs.

In contrast, there is still some catching up to do with regenerative electricity generation.

Most therefore sees wind energy as an important building block for making progress in this area too.

Neuried community on board

Neuried's town hall chief Harald Zipfel (SPD) also hopes that at some point it will be possible to generate electricity from wind turbines or even a wind farm in Forstenrieder Park.

"It is important to me that our municipality is energy self-sufficient by 2050," he said.

There are already enough photovoltaic systems in his community, but hydropower and geothermal energy - like the Pullach - do not exist.

That is why he decided to advance the wind energy project together with Pullach and, if possible, to get the Baierbrunn community on board.

Cooperation with Bavarian State Forests difficult so far

In order to implement wind turbines in Forstenrieder Park, the Bavarian State Forests, which manage the state forest, must also play a role.

This also includes the Forstenrieder Park, which is located in a community-free area.

The cooperation was "not always that smooth," Moser told Aiwanger.

Specifically, it's about money.

The municipality of Pullach has different ideas about what it pays the Bavarian Forests in return for being allowed to build wind turbines in the forest.

One possibility is, for example, profit sharing.

In any case, Moser rules out a lease based on the standard land values of the municipality of Pullach.

In this respect, too, in Pullach and Neuried, hopes are now placed on Peter Beermann.

The 46-year-old from Munich is the managing director of an energy systems company in Solln and has been a wind care provider for Upper Bavaria since today.

"We want," he says at the end, "to give wind power in Bavaria a new boost."
