Fu Hualing has taught at the University of Hong Kong for more than 20 years. From 2008 to 2011, he served as the dean of the school's law department and is currently the acting dean of the law school.

He was born in the Mainland, is familiar with mainland criminal law and specializes in human rights law.

He obtained a bachelor's degree from Southwest University of Political Science and Law in 1983, and then went to Canada to study for a master's degree and doctorate.
