It is not certain that this is what Benjamin Zeev Herzl meant when he looked from the balcony of the hotel in Basel and envisioned the politics of the Jewish state, but last night in Jerusalem, the Zionist Congress signed an agreement for the 38th time on the distribution of power in national institutions.



After three days of arduous, fickle and exhausting negotiations, all Jewish parties and factions in Israel and abroad from all corners of the spectrum, right and left, religious and secular, ultra-Orthodox, Reform and Conservative, managed to formulate wall-to-wall coalition agreements: 13 signatures, on a seven-page document, including It includes a division of nearly 60 positions and jobs, into four bodies that control thousands of employees and budgets of billions.

The 18th Zionist Congress, which ended yesterday, has elected the leadership of the national institutions - the

JNF, the World Zionist Organization, the Keren Hayesod and the Jewish Agency

- for the next five years.

These are almost prehistoric bodies that have remained for the rest of distant days, and most of them are not relevant at all to the lives of most of us (but are funded from our money with little public oversight).

For politicians, on the other hand, it is a living and kicking arena of money, political indulgences and influence, where every five years converge to fight for the distribution of the cake.



This time, it was decided at the end of an election campaign that lasted months, which began in March with elections held in all the major Jewish communities in the Diaspora, and ended in October with vigorous political contacts.

Along the way, there was an internal Likud election campaign that almost led to a dramatic internal split in the party, and tensions that almost led to a major crisis with American Jewry.

Eventually, all the Jews sat down in one room and managed to find a partition formula that appealed to everyone.

This year, for the first time in the history of Congress, it had a right-wing ultra-Orthodox majority, thanks to an American ultra-Orthodox faction called the Holy Land that ran for the first time and entered with a large force that overcame the traditional left-center liberal dominance over the years.



The Likud recognized this opportunity many months ago, and embarked on a campaign to occupy the outposts, especially in the JNF and the Zionist Organization - from there it is possible to advance political interests such as building settlements and allocating resources to right-wing projects and associations. The mission went through hardships, but eventually ended in overthrow: The national institutions were painted last night on the right.

And here are the results

The agreement signed yesterday opens with a long list of jobs and positions: some with a pampering salary of over NIS 40,000 and conditions of senior public sector executives, some with lower salaries but still respectable, and some with unpaid volunteering.

Here is an attempt to summarize it: the highly coveted role, JNF chairman, will be distributed in rotation between Abraham cherries, representative of the World Mizrachi Faction (religious Zionist representative in Congress) and MK Haim Katz, who is supposed to take office in three years.

This year, in the US elections, an ultra-Orthodox faction competed for the first time, with strong ties to the Torah banner in Israel, which recruited voters from American Orthodox communities - including anti-Zionist sects - which brought the number of voters and the faction to third place.

The entry of the ultra-Orthodox deputies undermined the relative power of the Reforms and Conservatives, changed the balance of power, and gave the Likud the majority it needed for a revolution.

The center-left is already looking apprehensively at the next election, in five years' time, and making sure that the ultra-Orthodox from Brooklyn only double their power, and the situation only gets worse.

Reconciliation begins within us (and with Mickey Zohar)

Zohar, with the support of Prime Minister Benjamin Netanyahu and Knesset Speaker Yariv Levin, tried to take over the Likud and end the era of Yaakov Hagoel and Danny Danon, who have ruled the organization for the past decade. At the same time, Zohar and Hagoel negotiated with everyone, and a variety of deals and combos were in the air. Only the left, as on the left, did not stop fighting. Ganz talked about the debate between Yesh Atid and Atar for weeks, and tried to form agreements around former agency chairman Zeev Bielski, as an independent candidate for the position. In the end, he succumbed to Amir Peretz's pressure and expressed support for Atar as a candidate with no choice. Atar's coalition woke Katz up. The Likud's reconciliation efforts, which paved the way for the realization of the right-wing ultra-Orthodox majority. Yisrael Beiteinu, which until then had been a kind of Libra language and also negotiated with the center-left and the Reform and Conservative currents, was quick to sign the agreement.

By then it was too late for Blue and White, or any of the center-left parties, to make significant contacts on staffing the top echelons.



Another political phenomenon that has passed from the left in the Knesset to Congress is the defections: the deputies to the parties are divided on the basis of the factional key in the elections, but even here you will not find a commitment to the voter.

Orly Levy-Abaxis, who ran against Meretz and the Labor Party, united the Likud Gesher to the Likud in a joint faction agreement, and Derech Eretz of Yoaz Handel and Zvika Hauser, who were elected to the Knesset in blue and white, a member of the alliance with the global Mizrahi and the new right, Bennett's party.

At the same time, the currents put heavy pressure on the Zionist organizations represented in Congress, such as Hadassah or WIZO, which traditionally do not take a political position - to get out of their way unusually and threaten to overthrow the right-wing agreement. The Likud almost fortified itself until the last minute, but the currents did not give up. Substantial amendments and softening balances were included in the agreement.



The KKL-JNF Finance Committee, for example, which was supposed to belong to the Likud, moved to Yesh Atid, while the KKL-JNF Education Committee, which was supposed to be under the control of the Holy Land, will also be headed by Blue and White. Also abolishing new sectoral departments that the ultra-Orthodox were supposed to receive in the Zionist Organization, and appointing people on their behalf as deputies in the Agency and the Zionist Organization.They did not prevent the takeover of the right, but they taught Zohar and the Likudniks a lesson in power constraints, at least in the Jewish world.
