The Corona Cabinet will convene today (Sunday) to discuss an attempt to formulate a decision regarding the resumption of studies in grades 1-4, ahead of the start of the second phase of facilitation.

Last week, the Cabinet delayed a decision on the issue, amid fears that the Ministry of Health would spread rapid morbidity among children of these ages.

But the ministry's data presented to the cabinet on the matter has created controversy that is holding back the decision.



A report from the Ministry of Health shows that children are indeed contagious and contagious, and may even be super-distributors.

The firm's major concern is that since most of them do not show symptoms, it is difficult to identify a significant proportion of children who carry the virus and they may be a source of infection for others.

However, from a data analysis conducted by a team of experts from the Hebrew University, completely different conclusions can be drawn.



Another statistic that makes it difficult to make decisions regarding the opening of studies is that which indicates the same morbidity data between preschool children, who returned to the education system this week, and the morbidity among children in first and second grades.

While in the Ministry of Health, grades 1-4 are treated as one piece, the data show that there is a jump in morbidity at the age of eight (third grade).

During the hearing on Wednesday, data were presented that stunned the occupants, according to which children are more contagious and contagious than adults.

But a further examination of the Ministry of Health report shows that lower percentages of children have started contagion chains, and the chances of them being “super-distributors” are even lower.



The data presented at the cabinet hearing are based on a national serological survey conducted by the Ministry of Health between June 28 and September 14, among the general population, and all residents who came for blood tests for any reason.

The survey included 4,487 children aged 17-0, of whom 345 were found positive, i.e .: a rate of 7.1% positive out of the respondents.

This finding allegedly supports the conclusion that infection in children is higher than can be assumed from standard corona tests only.

This finding caused cabinet members to step back, rather than promote the expected easing of the closure.

However, data from epidemiological tests conducted on 212,304 verified patients of all ages, as of September 27-24, revealed their details in 67.3% of cases.

In the vast majority of cases - 87.8% - information was collected on the age of the infected and infected.

From these data it can be seen that both in the ultra-Orthodox sector, both in the Arab sector and in the general sector - the younger the subject is, the lower his chances of spreading the disease.



According to these data, most of the contaminants are over the age of 18, with a very significant difference from the contaminants from the young ages, and certainly from the early childhood and the lower grades.

That is, most children in whom the age of the infectious and contagious was known were infected by an adult (73.4% of cases).

In 26.6% of cases, the children were infected by other children (mainly their peers or those close to them in age).

Another finding that caused cabinet members to procrastinate with the opening of studies concerned the number of people who infected at least ten people, and are considered "super-contagious."

To date, 350 such have been found at all ages, of which 17 are children up to the age of 17, with seven of them infecting ten people, each.

Three children infected 12 people each, and one child even infected 24 people.



The team of experts from the Hebrew University protested this determination and sent a position paper to the Ministry of Health, in which it claimed that children and youth aged 17-0 could not be examined as one piece.

This is especially so when according to the data it can be seen that the transmission chains started with older children over the age of ten (fifth grade), although this was not stated in the report of the Ministry of Health.

Moreover, 17 cases are only 5% of the cases of super-distributors, so even if one looks at the ages as one piece, there is a possibility to open the education system carefully.

The team of experts explained that there is no doubt that the start of the school year will lead to an increase in morbidity, but among young children the risk is relatively low despite the Ministry of Health's ruling.

According to them, with the help of a gradual opening with creative solutions, it is possible not to give up the vital need for education.



The corona cabinet was also presented with a chart that divides the number of verified by age.

According to the graphs, the increase in morbidity began even before the start of the school year on September 1 and shortly after the start of the school year in the ultra-Orthodox sector.

Also, a dramatic jump in the number of patients and infectious patients from the age of ten can be detected.

That is, until fourth grade, there is a lower risk of starting a chain of infection, but the Ministry of Health does not address this figure.

Local government proposal to open schools

Last night, representatives of the Ministries of Education, Health and Finance held discussions on the issue of opening first and second grades.

The Ministry of Health demands that the lower classes be opened in the form of capsules, and the Ministry of Education supports this, but claims that such an opening requires an additional billions of shekels and five weeks of preparation.



The Ministry of Finance opposes the demand for the supplement, and ministry officials say they do not understand the need to allocate such sums, having previously argued in the Ministry of Health that there is no need for capsules for first and second grades.
