Education Minister Yoav Galant today (Sunday) attacked the Ministry of Finance for their opposition to the resumption of studies in the lower grades in capsules, ahead of the Corona Cabinet meeting, where the ministers are expected to decide on the issue.

During a discussion with local authorities on the subject, Galant accused the Treasury of refusing to budget for the opening of first and second grades in this format, claiming that in such a situation "we would go for an intermediate scenario that would be more difficult."



At the heart of the debate between government ministries is the Ministry of Health's demand to open first and second grades in a capsule layout, and the Ministry of Education supports this.

However, according to the Ministry of Finance, this requires a budget increase of billions, and there is opposition to budgeting it, after the Ministry of Health previously claimed that there was no need for capsules.

The Center for Local Government last week proposed transferring to them the powers to open first and second grades immediately without additional budgeting.

So far, Galant has ignored this proposal, putting on the table a proposal to open the education system in half-grades in a week-by-week format.



Galant today held a partial meeting with the heads of the authorities in Zoom on the subject ahead of the cabinet discussion, in an attempt to reassure the mayors ahead of the decision that is expected to be made.

It should be noted that many mayors were not invited to the meeting, and even the chairman of the Center for Local Government Haim Bibbs was not invited to it, as his office says. Other mayors such as Amir Kochavi from Hod Hasharon, Ran Konik from Givatayim and Bnei Bitton from Dimona were not invited.

Galant said in a conversation that there is a debate between the Ministry of Finance and the Ministry of Health about how to open the education system and grades 1-2, while the Ministry of Education is subject to the guidelines of the Ministry of Health.

According to him, he intends to lead today to the approval of an outline of studies in the open field up to nine students - as announced last Friday.

However, authorities said in a conversation that the proposal was not really feasible.

"Even the national park will not be enough for classrooms in Ramat Gan," Mayor Carmel Shama HaCohen told Galant.



"We are opening up the education system, after an education program has closed," Galant told city officials at the meeting. "The responsibility is not with me, and the budgetary responsibility lies with the Ministry of Finance. "I hope we find a way to open first and second grades."

At the same time, the ultra-Orthodox sector is protesting the intention to increase the punishment, especially with regard to opening educational institutions, and senior members of the ultra-Orthodox factions will demand that Prime Minister Benjamin Netanyahu reduce the fines to NIS 25,000 in the event of an illegal educational institution.



"It will not go like this. If until today, they paid NIS 5,000 for each violation, why would there now be significant gaps between starting a business or holding an event and opening an institution?", An ultra-Orthodox source wondered.

The original government intends to increase the punishment for corona violations, so that the fine for starting a business or operating a public place in violation of the law will be NIS 10,000, the fine for holding events and parties in violation of regulations will increase to NIS 15,000 and violating the opening of an educational institution will result in a fine of NIS 25,000.



Deputy Minister Meir Porush (Torah Judaism) accused that behind the aggravation of punishment in this way is an anti-Haredi position.

"The method of fines, and the lenient conduct of business and events in the face of the harsh hand on educational institutions, reveals obsessive anti-Haredi activity. This approach will retaliate against those who harm us," Porush said.

Tensions between the various elements in the government come ahead of the Corona cabinet meeting today, where the ministers will discuss the next step in the strategy to exit the quarantine, which includes easing in the field of trade and resumption of studies in grades 1-4. Last week, the cabinet delayed formulating a decision on opening the education system, amid fears that the Ministry of Health is spreading rapid morbidity among children of these ages.



Currently, the proposal that will be put to the vote in the Corona Cabinet is to open first-second grades in half-grade, week-week or half-week-half-week format, and third-fourth grades in capsules. As for commerce, the finance minister will bring to the cabinet an outline for opening street shops that receive crowds, beauty salons and hairdressers. The proposal was formulated at the end of a meeting of representatives of the Ministries of Finance, Education and Health last night.
