Another ceasefire attempt in the Nagorno-Karabakh conflict collapsed today (Monday) immediately after it began, as Armenia and Azerbaijan exchanged accusations of violating the initiative they agreed on yesterday through US-mediated, which hosted the two foreign ministers.

The two previous truces, mediated by Russia and France, also collapsed at the outset.



Less than an hour since the ceasefire began at 8 a.m., the Foreign Ministry in Azerbaijan said Armenia had shelled the municipality of Tartar and other villages in a "blatant violation" of the understandings.



Armenia's Defense Ministry said the Azeri forces had "blatantly" violated the ceasefire with artillery shelling at various positions along the front line in the mountainous enclave.



More than a thousand people have been killed since the start of the war on September 27, the worst since Armenian separatists in the enclave of Azerbaijan declared independence with the collapse of the Soviet Union.

In that war, which ended in a ceasefire in 1994, about 30,000 people were killed.

No country in the world, including Armenia, recognizes the independence of Nagorno-Karabakh, but considers it part of the territory of Azerbaijan.

Azerbaijani President Ilham Aliyev said in a speech to the nation today that his country wants to resolve the conflict through political and military means.

He reiterated his demand for the withdrawal of Armenian separatists to stop the fighting, which threatens to supply energy to world markets.



Azerbaijan claims to have made significant gains on the ground since the beginning of the fighting, especially in the buffer zones outside Krabach that are under Armenian separatist control.

Armenia admitted that it had suffered casualties and called on volunteers to join the front.



The French news agency reported that the region's capital, Stephancart, had been quieter in recent days after heavy shelling during the fighting.

Agency reporters said that ten minutes before the ceasefire began, an explosion was heard and smoke billowed from a nearby hill.

The sounds of fighting from the front faded this morning compared to previous days, although shelling noises could still be heard in the distance.
