18 MKs from the right-wing factions (Likud, Yisrael Beiteinu, Shas), as well as Yesh Atid and Blue and White, signed a bill initiated by the chairman of the Foreign Affairs and Defense Committee and former Shin Bet chief, MK Avi Dichter (Likud).

The proposal stipulates that the Minister of the Interior will have exclusive authority to deprive citizenship or resident status of anyone convicted of committing terrorism and agreeing to receive payment from the PA, directly or through a foreign entity, as a reward or reward for committing a terrorist act or other offense that seriously harms state security.

MK Dichter noted that "it is not conceivable that Israeli citizens and residents who not only betrayed the state and Israeli society, but also agreed to receive payment from the PA as a reward for committing the act of terrorism and continue to enjoy it - will continue to hold Israeli citizenship."

The explanatory memorandum to the bill states that "many terrorists who hold Israeli citizenship or residency these days actually receive monthly salaries from the PA as a reward and reward for committing acts of terrorism."

These salaries are gradually rising with the terrorist's seniority in prison. "

For example, the two terrorists who murdered the late soldier Avraham Bromberg in 1980 receive a monthly salary of NIS 12,000 from the PA.

According to calculations by the Palestinian Media Institute, by the end of June 2020, the PA paid the murderers cumulative sums of NIS 3,512,400, just because they murdered an IDF soldier. 

It is also proposed to stipulate in the law that a terrorist who has been revoked in accordance with the law will be released from prison directly into the PA. These terrorist operatives deny their connection to the State of Israel in their actions and clarify their desire to be PA citizens.
