The Jerusalem Municipality has called on residents in the French Hill neighborhood to offer and choose how to invest in public space.

This is a pilot with the participation of the public, which has been allocated half a million shekels at this stage, and the municipality states that it intends to expand it to other neighborhoods in the future.

The model of appealing to residents to offer ideas for using budgets, and allowing them to choose from them, exists in different countries.

Now, it has been decided to implement it in Jerusalem as well.

In a request that will be distributed in the coming days to the residents of the neighborhood adjacent to the Mount Scopus campus of the Hebrew University, it is stated that as part of the first phase of the initiative, residents are invited to offer various projects to upgrade public space, such as additional lighting, tree planting, street furniture.

The community director in the neighborhood will coordinate the ideas of the residents together with the director of operations of the municipality, and will check the feasibility of the implementation.

In the next step, it will be possible to choose from the list of ideas that will be formulated and will include suggestions from the residents alongside suggestions from the community director and the municipality.

This is a small pilot in scope at this stage, and the French Hill Community Manager is hoping it will be expanded to further projects.

"We welcome the initiative and have started sharing it with the public. I'm really curious to see what the results will be," said CEO Eli Rosenfeld. He added that "we would be very happy if the project is expanded to more opportunities.

We think it's an outstanding idea. "

The municipality emphasizes that it is important for them to reach as many residents in the neighborhood as possible.

"This is an extraordinary pilot that allows residents to be partners in promoting ideas that will directly affect their neighborhood. I call on everyone to take part in the project, create a neighborhood ideas bank in a variety of areas and upgrade their neighborhood," said Mayor Moshe Leon.

Dr. Galit Blankstein-Cohen from the Department of Geography and the School of Public Policy at the Hebrew University explains that this is an important step, but emphasizes that it should be examined how it will be implemented in the field. "This is something I do not know in Jerusalem. For consultation, at least with residents.

This is an important step that is in the right direction and very suitable for Jerusalem, which is so diverse. "

"The municipality should listen to the area, for each specific area separately," said Blankstein-Cohen, who also lives in the neighborhood.

She emphasized that it should be examined, among other things, whether the municipality and the administration will also be able to reach residents who are not routinely active.

"It is very important to try and identify different groups, and bring them in. Because it is very easy to write a message in the WhatsApp group of people who are always in the group and get responses," she said, adding that the public should be helped to make informed decisions.

In Jerusalem, public participation in the context of planning is relatively limited, and is usually done through the community managers who work in the neighborhoods.

In some cases, the consultation phase with the principals and residents is done late, after there is a plan ready and one can only file objections and try to bring about minor changes.

In most cases, residents are not allowed to make their voices heard and choose for what needs a particular public space or building will be allocated.
