A number of local authorities announced yesterday (Monday) that they are preparing to open the first- and second-grade classes in capsule format for five days a week.

The authorities will operate in an independent outline, while according to the outline approved by the Corona Cabinet the lower classes will be opened in a half-class format in a week-week or half-week model alternately.



The move by the authorities is in fact a vote of no confidence in the system.

In a zoom conversation they had with Education Minister Yoav Galant, the heads of the authorities asked to transfer to them the powers related to the education system.

Galant ignored the offer, even making it clear that his office is the only body that can manage the return to school.



Following pressure from local government, the Corona Cabinet has ruled that authorities that can teach full-time classes while meeting the requirements of the Ministry of Health will receive approval from the Ministry of Education.

The independent move of those authorities will require them to self-fund and recruit or convert personnel to staff those classes.

The outline approved by the Corona Cabinet

  • Studies in grades 1-4 will be renewed according to the outline set:

  • Grades A-B in half-grade format for a week-week or half-week-half-week

  • Grades 3-4 in capsules

  • Students will be required to wear masks

  • Authorities that can teach in full classes while meeting the requirements will receive approval from the Ministry of Education

  • Afternoon activities will resume in first and second grades:

  • Up to 28 students in a group and from the same age group and from the same school

  • Afternoon shuttle: Separation in the middle of the bus and obligation to wear masks

Among the cities working on the independent outline is Rishon Lezion.

Mayor Raz Kinstlich is currently working on recruiting teaching supporters at a cost of NIS 60 per hour, in order to intensify the division of classes and allow the city's first- and second-grade students to study five days a week instead of three.

Funding for the move will be at the expense of the municipality.



In Ramat Gan, too, Mayor Carmel Shama-Hacohen announced a similar outline.

According to him, its operation for two weeks will cost one million shekels.

In a statement to residents, Shama-Hacohen wrote that "it is clear to everyone that the government's decision is irrational, emotionally and pedagogically detrimental to children and financially to parents.

Hod Hasharon Mayor Amir Kochavi also joined the move.

Kochavi explained that "the outline presented by the government does not allow for a continuum of study and does not provide an answer. This is a scandal, and therefore the municipality is working to represent an independent alternative."



In Givatayim, too, Mayor Ran Konik announced that he would present a similar outline.

"The war is in full swing," he stressed.

Other authorities that announced a five-day learning outline in grades 1-2 are Shoham, Ramat Negev Regional Council, Nof Hagalil, Yokneam, Megiddo Regional Council, Savyon, Hof Hacarmel Regional Council, Southern Sharon Regional Council, Ganei Tikva, Sha'ar Hanegev and Sderot. .

Galant: "If it's your decision, we'll say goodbye as friends"

In the conference call held yesterday with the Minister of Education, the heads of the local authorities threatened not to open the studies according to the outline approved by the Corona Cabinet.
