Anyone returning to Germany from a risk area must comply with new regulations on quarantine * from November 8, 2020.

The Federal Cabinet passed the corresponding

sample quarantine ordinance

on Wednesday, October 14th.

However, the federal government emphasizes that this is only a working aid for the federal states, on the basis of which their own rules can be issued.

The following sample quarantine regulation forms the basis for this:

So far, there was a 14-day quarantine obligation after returning from a risk area.

From November 8th this will be shortened to

ten days

.

It applies to all travelers who have been in a risk area within the ten days prior to entry.

Anyone who returns to Germany from a risk area must also report immediately to the competent authority and point out the existence of the quarantine obligation.

In the future, this should be done via the digital entry registration, which should replace the paper-based drop-off card.

As soon as the federal states determine their new quarantine regulations - i.e. probably on November 8th - the

digital procedure is

to be put into operation.

Can the quarantine be shortened after a stay in the risk area?

So far, the quarantine could be ended prematurely with a negative PCR test, which was made within the first three days after returning from the risk area.

However, the sample quarantine regulation now stipulates that from November 8, a

corona test may be carried out at the earliest on the fifth day after entering Germany

.

This is why self-isolation can only be ended five days after returning from a risk area at the earliest.

After the test, the result must be kept for at least ten days and presented to the competent authority immediately upon request.

If you show typical corona symptoms within ten days after entering the country, you will have to undergo another test in a doctor's office or in a test center.

These people are exempt from the corona quarantine obligation

For certain groups of people, there is an

exception to the quarantine obligation

- and testing - as set out in the model regulation.

These include:

  • People traveling on border traffic for a stay of up to 24 hours

  • Cross-border commuters

    who "demonstrably have to

    travel

    to / from a risk area for work / study or training reasons, ensure that they return to their place of residence regularly, at least once a week, and that appropriate protection and hygiene concepts are demonstrably observed"

  • People passing through

    as long as they leave the area as quickly as possible

  • Family

    visits with a stay of up to 72 hours

  • "Employees in goods and goods transport, passenger transport, people who are indispensable for the health sector as well as high-ranking diplomats, representatives of parliaments and governments up to 72 hours stay in compliance with appropriate protection and hygiene concepts"

There are further exceptions for groups of people who, however, have to carry out a test within 48 hours prior to entry or immediately upon entry that turns out negative: These include

people in systemically relevant professions

,

visits for family reasons

that last longer than 72 hours,

Employees of transport companies, police officers, athletes or functionaries in the sports

sector and people with a demonstrably necessary and urgent job, study or training-related stay of up to five days.
