Education Minister Yoav Galant announced today (Wednesday) a new outline that he intends to implement with the resumption of classes in grades 1-4 this coming Sunday.

According to the plan, first-second grades will operate at least four days a week, with third-fourth grades dropped from five school days to four.

This, for only two weeks, when the government will then decide whether to continue in the same format.

It was also decided that both the education staff and the students in grades 1-4 will be required to wear masks, contrary to the Ministry of Health's guidelines in the past.



The new plan presented by Galant differs from the outline approved by the government, according to which first and second grades will study in a half-grade format - half a week from homes and half a week in intermittent institutions, and third-fourth grades will study in capsules for five days a week.

  • Starting Sunday:

  • Grades 3-4 dropped to 4 school days a week

  • Grades 1-2 will study at least 4 days a week at institutions

  • The outline is for two weeks only

"The program that was on September 1 and after the closure has been updated. In light of the budget restrictions, I made a decision to teach at least four days in grades 1-4. Once we release a day of learning from grades 3-4, we can copy it for first and second grades." Galant said.

"The resources I have mobilized for this system are those that can enable five school days and 13,000 teachers who make up 15% of the teaching power in each elementary school. This allows for flexibility in all places."



According to him, he is currently conducting a dialogue with school principals and with heads of authorities to extend the school days to five days.

"Principals are the heroes of the second wave. They carry the burden and do it on the ground, and in the end the main thing is that students and parents need certainty," Galant added.

"Within the system, as it operates, we will work to stabilize this axis to allow them stability."

Galant added that "there is an impairment in the acquisition of critical basic skills, such as reading and writing. High school students are approaching matriculation and need a full educational framework. The process in which the economy is open without an educational framework - increases dropout."



According to the minister, the Ministry of Education receives evidence from statistical tests, according to which there is an increase in students experiencing distress or anxiety, with two-thirds of them experiencing personal difficulty from the crisis.

In addition, there is an increase in the use of screen time which increases the feelings of depression and anger.

Also, there is a decrease in the physical activity of the students which leads to weight gain.

There has also been an increase in harm within the family, and there is difficulty in locating these cases by teaching staff.



According to the Ministry of Education, there are 1,716 patients in Corona in the education system, of whom 707 are elementary school students.

The morbidity rate among them in relation to all patients in Israel is 5.52%, while they constitute 11.68% of the population.

The outline approved by the government earlier this week:

  • Grades 1-2:

  • Will study in a half-class format for a week-week or half-week-half-week

  • Grades 3-4:

  • Learning in capsules for 5 days a week

  • Students will be required to wear masks

  • Afternoon classes:

  • The activity will resume for first and second grades

  • Groups of up to 28 students from the same age group and from the same school

  • Transportation: Separating in the middle of the bus and wearing masks

Following the approval of the previous outline in the government, many authorities have announced that they will open classes this coming Sunday in an outline of five days a week - even in the lower grades.

Of the 54 regional councils in Israel, 46 announced that they would open first and second grades in a five-day-a-week learning model, and eight said they would stick to a government-approved model.



Among the cities that announced that they are opening their studies in a five-day outline: Ramat Gan, Tel Aviv-Yafo, Givatayim, Holon, Kiryat Ono, Bat Yam, Azor, Rishon Lezion, Savyon, Shoham, Lod, Rosh HaAyin, Ramat Hasharon, Kiryat Shmona , Afula, Nahariya, Beer Sheva, Dimona Hod Hasharon, Hof Hacarmel, Sha'ar Hanegev, Ganei Tikva, Yokneam, Nof Hagalil, Ramla and the Emek Hefer Regional Council.

The outline for open-air learning in groups of up to 15 students has been canceled.

At the same time, members of the Education Committee today voted unanimously in favor of canceling an installation that allows for study in open space, while limiting up to 15 students per group and at a distance of one hundred meters. The committee called on the Ministries of Education and Health to amend the regulation, and to allow learning in groups of 20 students in the open spaces and at a distance of 50 meters between groups.



The Education Committee's decision means that starting tomorrow, students in grades 5-12 will not be able to meet with staff in the open. Last Friday, the Ministry of Education announced that it allows nine students to meet with teaching staff in the open spaces. Students to 15. For the time being, this outline is canceled.
