Chancellor Angela Merkel called for a "national effort" in November in order to contain the coronavirus pandemic again.
"The measures are tough," she said after her consultations with the state prime ministers.
"There are incriminating measures," Merkel admitted.
But they served the goal that public life in Germany could largely be restored in December.
The Chancellor announced that two weeks after the new measures came into force, she would again consult with the federal states on whether the resolutions should take effect or be modified.
In the deliberations, the federal and state governments decided, among other things, to close the gastronomy and cultural and leisure facilities for four weeks from Monday.
"It is perfectly clear that we have to act, and now," said Merkel.
According to Merkel, the new resolutions are supported by all prime ministers.
Despite very different infection situations in the federal states, everyone took part, she said.
At the most recent prime ministerial conferences with the chancellor, there was no longer complete agreement.
