In order to stop the rapidly spreading corona virus, public life is to be shut down sharply for a month.
Individual branches of the economy will be hit hard again.
The federal and state governments have agreed on new resolutions in the corona crisis.
There will be a partial lockdown, announced Chancellor Angela Merkel at a press conference.
Some industries hit the rules hard.
Schools and daycare centers, however, remain open.
Berlin - The federal and state governments want to
stop
the second
wave of corona infections
in
Germany
with strict
contact restrictions
for citizens and closings of almost all leisure facilities
.
Due to the exponential spread of the virus,
Chancellor Angela Merkel
and the
prime ministers
agreed on the strictest corona requirements since the complete
lockdown
in spring.
For example, restaurants, hotels, theaters and cinemas will have to
close
for the entire month of
November
from next Monday
.
Only a few people are allowed to meet privately during this time.
Merkel called for a “national effort” and emphasized: “We have to act now.
We have to act to avoid an acute national
health
emergency. ”Unlike in spring, schools, daycare centers and shops should remain open.
Coronavirus cases double within a week - more and more intensive care patients
Before the
federal and state
video conference
, the
health authorities
reported
14,964 new corona infections *
within one day,
according to the
Robert Koch Institute
(RKI)
- almost twice as many as on Wednesday last week.
The absolute numbers are only partially comparable with those from the spring, as significantly more tests are now being carried out and more
infections * are being
discovered as a result.
Merkel pointed out that the number of people in the
intensive care units
in
hospitals is
increasing more and more.
Their number has doubled in the past ten days.
Berlin's Prime Minister Michael Müller
(SPD) spoke of a "hard and bitter day".
But it is simply about saving human lives.
"If we watch now, we will not be able to help many people."
Bavaria's Prime Minister Markus Söder
called the
resolutions
a “bitter pill” for the people.
“It is not an easy time now.
We prescribe a four-week therapy.
We hope that the dose is right, that it will be successful. ”The
CSU
chairman
emphasized that three quarters of the contacts would have to go down
.
"Ultimately, that is the decisive motto: reduce contacts, reduce
contacts, reduce contacts
."
Coronavirus: These new rules apply nationwide from November
Contact
restrictions: Only members of your own household and another household - a maximum of ten people in total - will be allowed to stay in public.
The regulatory authorities should sanction violations of these contact restrictions.
Groups of people celebrating beyond this in public places, in apartments and private facilities are considered unacceptable.
Private travel
: Citizens are asked to generally refrain from unnecessary private travel and visits - including from relatives.
This also applies in Germany and for national tourist day trips.
Accommodation offers in Germany will only be available in November for necessary and expressly non-tourist purposes.
Events
: Events for entertainment are prohibited for one month.
Professional sports events may only take place without spectators.
Leisure facilities
: Theaters, opera and concert halls, museums, trade fairs, cinemas, amusement parks, arcades, casinos, betting shops, brothels, swimming pools and fun pools, saunas, thermal baths, fitness studios and similar facilities will be closed.
Leisure and amateur sports are also not permitted, with the exception of individual sports alone, in pairs or with your own household on and in all public and private sports facilities.
Gastronomy
: Restaurants and pubs, bars, clubs, discos, pubs and similar establishments need to stay.
This does not apply to the delivery and collection of food for consumption at home or the operation of canteens.
Services
: Cosmetic studios, massage practices, tattoo studios and similar establishments must also close.
Medically necessary treatments such as physiotherapy, occupational therapy and logotherapy as well as foot care are still possible.
Hairdressing salons can also open.
Retail
: Wholesalers and retailers remain open as a whole, subject to hygiene requirements, control of access and avoidance of queues - a big difference to the comprehensive lockdown in spring.
No more than one customer per ten square meters of retail space may be in the shops.
Schools and daycare centers:
Schools and kindergartens also remain open - another difference to the situation in spring.
Aid for companies
: the companies, self-employed, associations and institutions affected by the closings are granted extraordinary economic
aid
* to compensate them for financial losses.
This should have a financial volume of up to ten billion.
The federal government will also extend aid measures for companies and improve the conditions for the economic sectors most affected.
This applies, for example, to the field of culture and event management and the self-employed.
In addition, the KfW express loan will be opened and adjusted for companies with fewer than ten employees.
Coronavirus in Thuringia: is Ramelow shooting across?
Thuringia
only partially
agreed to the massive
restrictions on
public life.
The state only supports "those
measures
that are
suitable and proportionate
for an effective containment of the
infection process *
through scientific knowledge", according to a protocol statement from the
State Chancellery
.
Prime Minister
Bodo Ramelow
(left) emphasized at the same time: "There is no refusal by
Thuringia
." However, he will submit the resolutions to the Thuringian state parliament and its cabinet for confirmation.
Also @thueringende are increasing the number of infections of the corona pandemic sharply.
The global pandemic will not pass us by either.
To react resolutely to prevent worse things from happening without losing sight is and will remain my goal as # Prime Minister.

The initial reactions to the
resolutions were
mixed.
The
SPD-health officials
Karl Lauterbach tweeted: "The decisions of today are a great success and a milestone against the
coronavirus *
in Germany." With the "breakwater Shutdown" you'll be the second wave of the
pandemic
break and come from the exponential growth out.
The AfD reacted indignantly.
"It's all completely exaggerated," said the chairman of the AfD parliamentary group, Alice Weidel.
"We have to learn
to live
with
Corona
," she added.
Co-parliamentary group leader Alexander Gauland criticized the fact that the
decisions were made
again in a round between the
Chancellor
and the
Prime Minister
: "We now have a kind of war cabinet," he said.
He had the feeling that the Bundestag was only there to "nod it off".
