The Court said in a statement that it had received on Tuesday "

a request for an interim measure brought by Azerbaijan against Armenia

" on the basis of Article 39 of its rules which allows it to take emergency measures when there is an imminent risk of irreparable damage.

Baku in particular urges the ECHR to ask Armenia "

to put an end to shelling and missiles directed from its territory and the

"Violations of the rights" of civilian populations

On Tuesday, Azerbaijan accused Armenia of firing a missile at the Azerbaijani region of Barda, near the war-torn Nagorno Karabakh, having killed four civilians and left around ten injured, claims Yerevan denied.

In its referral, Azerbaijan further requests that Armenia cease its "

military, political, financial and other support provided

" to "

criminal authorities in the occupied territories

", requests that Armenia stop sending "

its armed forces

" in Azerbaijan and that it withdraws “

its fighters illegally stationed

” on its territory, further indicates the Court, which will examine “

soon

” the request.

Since the beginning of the conflict in the separatist region of Nagorno Karabakh, the two countries, members of the Council of Europe, have taken turns seizing the ECHR.

At the end of September, the judicial arm of the Council of Europe, which sits in Strasbourg, warned the two countries against “

violations of the rights

” of civilian populations.

And a few days later, the ECHR called on all those involved in the conflict to exercise restraint in the face of "

the escalation of the conflict

".
