Covid-19: in Paris, parents of students and teachers fear a tense return to school

2020-11-01T19:17:55.610Z

The return to school this Monday promises to be chaotic in the capital. Between the threat of a strike by teachers and questions from the parents of

The resumption of lessons will take place this Monday at 8 am, in "face-to-face" for pupils from kindergarten to high school.

The postponement of the start of the school year to 10 a.m. (to allow teachers to have "exchange time" to prepare the Samuel Paty tribute) which had been planned by the Ministry of National Education was canceled for reasons of security.

But this back-to-school schedule and the obligation to wear a mask now extended to primary school children are for the moment the only certainties parents have.

"For everything else, we are in the dark," laments Mourad Besbes.

The vice-president of FCPE-Paris participated on Saturday morning - with his “counterparts” from PEEP - in a videoconference meeting with the director of the academy.

It ended with more questions than answers.

"No concrete information"

“Since the announcement of the reconfinement but the maintenance of the opening of schools, we spend our time on the phone;

With the town hall of Paris, the teaching unions, the Paris academy.

We have extremely invested interlocutors ... But no concrete information on the implementation of new health protection measures, ”he adds, wondering about the limits of the“ reinforced protocol ”in schools.

The limitation of “mixing” between classes of the same establishment, in particular, could be complicated to implement or even inapplicable in certain Parisian schools.

The 649 nursery and primary schools in the capital have an average of 5 to 6 classes.

In these small structures, the staggering of the output of the pupils (in recess, for the canteen, the extracurricular time) will undoubtedly be possible.

“But in others, such as the Alésia school (14th century) and its 18 classes, it is simply unmanageable.

In large school groups, the non-mixing of students is a myth, ”concludes the vice-president of the FCPE.

Sud-Education has already filed a strike notice

“And what about the large secondary schools!

How can we avoid mixing at the Decour school complex in the 9th arrondissement (1,700 students in middle and high school) where the corridors are narrow?

»Continues Manu Guyader, secretary of Sud-Education Paris, denouncing the lack of preparation for the start of the school year and the inadequacy of measures to protect children and staff.

Like the Snes-FSU, the majority union in secondary education, Sud-Éducation has already given notice of a strike.

In a unitary statement (co-signed with FO, the CGT or even the SNALC), the representatives of the teachers also called for the organization of GA in the establishments from this Monday.

“Nothing has been done on the issue of numbers, class duplication… We have to impose other re-entry conditions.

To defend the health of students and staff, ”indicate the signatories of the appeal.

“Strike or not, there will undoubtedly be some absent at the start of the school year (sick, contact cases, etc.).

Staff tensions are to be feared.

Among teachers as among technical staff, ”said Patrick Bloche, deputy (PS) in charge of education at the town hall which manages schools and colleges in the capital.

Additional facilitators could be recruited

“In May, for the release of confinement, the City had recruited 150 additional technical agents for the maintenance of the establishments.

These fixed-term contracts have been renewed and we will no doubt have to make new recruitments ”, indicates the elected official who specifies that additional facilitators could also be recruited to“ supervise ”the children in the event of the establishment of split classes.

During the summer, the City carried out a census of “third places” (gymnasiums, media libraries, etc.) located near schools and likely to be transformed into “replacement classes” for half-groups of students.

"The Rectorate has not, for the moment, asked us to mobilize these premises," recalls Patrick Bloche.

43% of clusters in schools

In the entourage of the file, it was indicated this weekend that the Rectorate could move towards this solution very quickly if the health situation deteriorates in schools after the start of the school year.

The risk is not excluded.

In its epidemiological bulletin in mid-October, Public Health France recalls that 27% of the clusters identified in Paris since deconfinement (mid-May) have been in schools and universities.

But over the period September-mid October, the proportion of “school” clusters rose to more than 43%!
