Public accounts deteriorated by 52.6 billion at the end of September over one year

The State budget balance deteriorated by 52.6 billion euros at the end of September 2020 compared to the end of September 2019, due to the surge in spending and lower revenue due to the health and economic crisis, a Bercy reported on Tuesday.

The difference between state spending and revenue at the end of the third quarter widened to a deficit of 161.6 billion euros, against 109 billion in 2019, according to a statement.

The increase in spending, which reached 30.7 billion euros, comes mainly from the partial unemployment scheme (+14.8 billion) and the solidarity fund dedicated to companies (+6.2 billion).

At the same time, the drop of 24.1 billion euros in public revenue is linked to the decline in VAT revenue (-13.5 billion).

Other tax revenues were down by 10.2 billion euros overall, mainly due to the continued abolition of the housing tax for 80% of households this year.

Income tax revenues are thus down 6.5% to € 41.1 billion, while corporate tax revenues have increased by 45.2% to € 18 billion due to the abolition of the CICE, transformed into relief from social contributions.
