The Civic Party Yang Yueqiao said that the draft was to incorporate the latest provisions of the International Container Safety Convention into local legislation. However, the relevant international conventions were revised twice 8 years and 6 years ago, but the Executive Council was postponed to propose new amendments last year. The Legislative Council considered that the government has the responsibility to speed up its response to the update of the Convention.
