Austrian police are investigating whether the terrorist shot dead four people in Vienna on Monday night, acted as part of a wider network, and whether the attack could have been prevented.

Police estimate that Quitim Fazoulay, known to authorities as a supporter of the Islamic State (ISIS) who claimed responsibility for the shooting, was the only gunman in the attack, although it was initially estimated that there were other terrorists.

The 20-year-old Austrian and northern Macedonian citizen was shot dead nine minutes after starting the attack in the center of the Austrian capital.

Police on Tuesday raided 18 properties linked to it, and even made 14 arrests.

Two men were also arrested in the Swiss city of Winterthur, near Zurich.

They were arrested after reports that Pizolai had met them in Switzerland.

It is estimated that Pasolai traveled to neighboring Slovakia in July accompanied by another man, where he tried to buy ammunition suitable for the weapons he used in the attack.

However, the deal reportedly fell through after failing to issue a firearms license.

Authorities in Slovakia claimed to have informed the authorities in Austria at the time.

Austrian Interior Minister Karl Nahmer said Pizolai was known to authorities as an Islamist, and that he was sentenced to 22 months in an Austrian prison in April 2019 for belonging to a terrorist organization.

This is after he tried to join the civil war in Syria.

The sentence was suspended in December, provided it is regularly monitored by the probation services and participates in a rehabilitation program.

Nahamer and Austrian Chancellor Sebastian Kurz, both from the Conservative People's Party, have criticized his early release from prison.

Nahamar added that Pizolai had managed to deceive his mentors in a way that left no early warning signs.

According to him, this indicates "malfunctions in the system", which allowed for "early release of an extremist person".

Justice Minister Alma Zadic defended the decision and clarified that it was legal and that Pizolai had been released on parole.

The Ministry of Justice later explained that they had not been informed of his attempts to buy ammunition in Slovakia, and that this was a reason to arrest him.

The government convened last night to discuss the security situation and whether it might have been possible to prevent the attack.

The terrorist was known to authorities as an Islamist.

The terrorist attack in Vienna took place in six different centers, near the street where the city's main synagogue is located.

After the shooting, the attackers fled the scene.

According to eyewitnesses, the attack was carried out using an automatic weapon.

The area where the attack took place also serves as a recreation center.

The restaurants and pubs in the place were last opened before closing for a month, due to the new restrictions in the country to curb the spread of the corona.
