The undercover investigation conducted over the past three years at the National Unit for Combating Economic Crime (LIAH) in Blade 433 became public last week, and a number of suspects in the Eilat municipality were arrested and detained for questioning. Amir Klibnov, VP of Mercantile-Discount Bank, as well as the former CEO of the Eilat Municipality and the current CEO of the Eilat Economic Company, Avi Cohen.



Nofi and Cohen were released yesterday under full house arrest, while the latter was even removed from the city hall for 30 days.

The other suspects are also released in recent days, but the investigation - centered standing real estate project in the city - still persists.



The project in question was built on an area of approximately 2.5 acres of residential and commercial neighborhood bakery in Eilat that builds contractor Sammy scenic. According to the findings obtained by the police revealed that Cohen entered into a partnership with Nofi when he was a private citizen, but also covertly continued when he was appointed CEO of the Eilat Economic Company in 2014 and allegedly promoted the venture in exchange for receiving financial bribes from Nofi contractors.

Sources close to Nofi claim that in the background of this investigation is a defamation lawsuit filed by Sami against his brother Marwan, who also works as a contractor in Eilat.

The two brothers are in a difficult dispute that reached the Magistrate's Court in Ashdod in 2017, in a defamation lawsuit filed by Sami against his brother for NIS 994,280.

The lawsuit is still pending.

The father of the brothers, Saman views, was a member of real estate and infrastructure in Eilat, and after his death, has now managing the family. The rift between the brothers became public, ie social networks exciting Eilat for several years.

During the week, Klibnov, who is suspected of taking bribes, receiving anything fraudulently under aggravated circumstances, false registration in corporation documents and fraud and breach of trust in a corporation, was released under full house arrest.

The Magistrate's Court even ruled that he would be removed from the bank for 30 days.

Cohen's detention was extended by three days at the beginning of the week, for the reason that there have been "developments that strengthen the suspicions against him."



During the investigation at Blade 433 it emerged that Klibnov granted exceptional credit terms, not under his authority, to the project in exchange for a bribe, when he approved for Sami Nofi financing for the project at 80% while the bank's procedures allowed him to approve only up to 70%.

Klibnov said in court last week that “the 80% funding was personally approved by the bank’s CEO.



The police claim that Klibnov arrived with his wife on vacation at the Dan Hotel in Eilat in 2018 with funding from Nofi.

The police even received several invoices from the hotel in which it can be seen that Nofi paid out of pocket for the accommodation at the hotel.



A source close to Nofi denied the police allegations, saying he was known as a "pampering friend" who cared about his friends.

It was also alleged that Nofi had extensive connections in Eilat and only took care of upgrading Klibnov's room in the hotel, which according to his associate did not cost him money.

In addition, an associate said that Nofi knows how to host, but does not pay for others and does not give gifts.

As part of the investigation into this affair, there was a branch and another suspicion arose that Sami Nofi purchased a yacht for NIS 400,000 for Oshrat Hakon, director of the infrastructure department at the Eilat municipality, and her husband Eitan, director of the municipality's sports facilities department.

Nofi's attorney, Advocate Ofer Bartel, told the court that "Sami helped them not to work on them and brought them together with his contact there, it is absolutely not something that cost him money."



Oshrat Hakon, who is suspected of receiving money and benefits, was released before Two days for house arrest, while in the case of her husband, who is suspected of taking bribes, conspiracy to commit a crime and fraud and breach of trust in the corporation, no request for an extension of detention was submitted.
