The government yesterday (Sunday) approved the establishment of a new settlement in the Gaza Strip, decades in which no settlements were established in the area at all.

The new settlement, rehabilitated by the Sdot Negev Regional Council, will first be called "Hanun", with a names committee later expected to decide on a permanent name.

Unlike most council localities - kibbutzim and moshavim, it is expected to be a community locality, and although it has not yet been decided on its ways and character, there is a possibility that it will be a mixed locality of religious and secular.

Its establishment, which will take several years, marks a trend since Operation Eitan to increase the demand for housing in the Gaza Strip.

The proposal was approved by Prime Minister Benjamin Netanyahu, and is the result of hard work by the head of the Sdot Negev Regional Council, Tamir Idan, who has been promoting the establishment of a new settlement in the council for more than six years.

"This is a historic day for the council and the envelope, it has not been done for decades," he greeted.

"It will bring hundreds of new families to the envelope," which he says "helps both civilly and politically-security-wise."

The name that will first be given to the settlement that will be established is "Nerd" - after the stream that flows in the area, but it is only a temporary name.

The Sdot Negev Council plans to replace it with another name to be chosen by the names committee.

According to the plans, the settlement will be defined as a community settlement and not as a moshav or kibbutz like most of the settlements in the council.

It will be located between Moshav Tekuma and Kibbutz Sa'ad - both also within the council, part of which is defined as the Gaza Strip and the other part is not.

However, the exact location of the settlement has not yet been determined.

This issue will be decided "after the initial planning," says the head of the council.

These are issues that also depend on the needs of the council, but first and foremost on demand.

"We are also strengthening the existing communities and there are hundreds of families who want to come," Idan said.

"A new settlement can attract residents not only from the council but also from the center of the country."

Indeed, the new settlement is expected to house about 500 families, some from the council and nearby councils and some from the center of the country.

"We see what is happening in the Gaza Strip in terms of demand for existing localities. Despite the security situation, there will be a huge demand to live in the new locality," estimates one of the residents of the council.

"It will attract a lot of young families."

Since Operation Eitan, there has been an increase in the demand for housing in the Gaza Envelope settlements, with extensions being built in almost every kibbutz and moshav.

Another important issue regarding the settlement, which has not yet been decided, is its nature.

The residents of the Sdot Negev Regional Council are mostly traditionalists and wearers of crocheted kippahs, but there is a possibility that the new settlement will be involved.

Either way, until the rise of the first residents, there is still a long way to go.

The Ministry of Housing will be responsible for examining the establishment of the settlement and only then will the exact planning be done, but the council understands that once the issue has been brought to a government decision, facts have already been established on the ground.

The prime minister said after the decision was approved that "this is a great day for the State of Israel. It is both an internal message and an external message. We are there in front of enemies who want to displace us, and they discover not only that we are not displaced - we plant, build and create."

The Prime Minister addressed Idan and praised him for the initiative.

"When I was with you, Tamir, and you told me, 'Let's build a new settlement.' It captured my imagination and my heart," Netanyahu said.

"We decided to do it, and here we are implementing it."

"Not only are we not uprooted - we are planting, building and creating."

The head of the council, for his part, found it difficult to hide his excitement.

"This is a holiday for the State of Israel in general and the envelope in particular," he said after the government's decision.

"I remember this meeting, a meeting where we thought about how to make people not leave, how to bring in new ones," Idan replied to the prime minister.

"Six years later, we stand here today, residents of the Gaza Strip, following the truly courageous and special government decision."

In his remarks, Idan said that the envelope population has grown more than 30% since Eitan Cliff.

"All the settlements are full, bustling with life," he explained.

"They asked me, 'What, what's the secret?' I told them, 'Community, education, power, Zionism, and also help.' These things together bring all the people of Israel to us."

He added that already at the exam stage, the demand for the new settlement is high "I have a waiting list, they also called this morning and asked where to register, I told them 'I have over a thousand, do not know how to even start'. It is a huge event," Idan concluded.
