Fifth- and sixth-graders, their parents and teachers, still do not know if they will return to classes this coming Sunday - or continue to stay in their homes.

According to the plan to leave the quarantine, the children who are currently studying remotely are supposed to return to school, but now, due to the increase in the level of morbidity, this is not at all certain - and the government is considering renewing classes in these classrooms.



Even if the classes in these classes are resumed at the beginning of next week, the Ministry of Education still does not know in what format this will be realized, how many days a week it is, and whether there will be a change in the structure of lower classes - capsules or full classes.

Each such aspect has a huge impact on the timing of the teachers' hours system given the constraints of the teaching staff, the various restrictions, the number of classrooms in each school and of course the capsules.

Therefore, while uncertainty hovers over the subject, school principals will likely have to deal with an outline that will be accepted, in the optimal case, a few days before the resumption of fifth- and sixth-grade classes.



If fifth- and sixth-graders partially return to school, more spacious schools will be able to afford more school days.

Today, grades 1-4 study in capsules for five days a week - and to make this possible, schools also use grades 5-6.

If the capsules in the first and second grades are canceled, as is apparent at this stage, more study space will be available for the fifth and sixth grades as well.

Outline of MKs: Transferring responsibility to local authorities

In the absence of a clear government plan, the chairman of the Education Committee, MK Ram Shefa (blue and white), presents today (Monday) an outline under the name "Leaving the Square" in collaboration with many factors.

In addition, the outline is signed by MKs who are members of the Education Committee, in partnership with local authorities, regional councils, the Post-Primary Teachers' Association, the Association of Post-Primary School Principals, the National Parents' Leadership and the Leaders' School Principals Association.



The main principle on which the outline is based is the transfer of responsibility for the field of education to local authorities.

In addition, it includes reducing the number of matriculations and study material, establishing a local education cabinet in each authority and more.

The same "local education cabinet" that is to be established in each local authority will consist of a base staff of the head of the authority, the director of the education department, a representative of the Home Front Command, representatives of school principals and parents' representatives, and will link the "territory" to the central government.

The Cabinet will plan and implement an authoritative educational program, subject to the definition of "framework rules" to be determined by government ministries.



According to the outline, a "hours bank" will be defined for each student - a minimum quota of weekly hours with a fixed educational figure, to which each student is entitled.

"The manner of the meeting, the distribution of hours throughout the week and the characteristics of the educational figure will be carried out in accordance with the choice of the local education cabinet."



In addition, according to the outline, the number of external and internal matriculations for the current year will be reduced, with the possibility of extending this format for the year 2002. In addition, the matriculations will be spread throughout the year to allow students to prepare and learn optimally. Matriculation, with a professional educational mentor.

The program also includes settings for an online learning hours framework.

"The zoom method is not effective as a major learning factor. Distance learning causes emotional problems due to lack of encounter," it read.

"Zoom learning hours should be shortened and a maximum time frame for zooming learning per day should be set, including breaks."

Other principles of the outline include "preference for quality over quantity" - reduction of study material and focus of lessons on emotional response and "optimal utilization of existing education and teaching teams in the system".



The authors of the outline do not present the costs, but it must be assumed that this is a significant financial investment, as it includes an "assistance mechanism for underprivileged authorities", preparation of Internet infrastructure, reinforcement of educational staff, regulation of extended structural insurance and more "- all under the authority of local authorities.



"Education has no price tag that can be compensated with money.

It is an investment in the future of our children, in our future as a society and in the future of our country.

We cannot repeat the same mistake again, we must recognize the tremendous diversity that exists between the authorities and their deep familiarity with the public in their field.
