The government launches a pilot program for rehabilitation of work-related employees to provide private treatment services, expected to start in 2022

In many industries in Hong Kong, employees are injured at work, and some of them take a long time to recover before they can resume work. The Bureau of Labor and Welfare stated that it will launch the "Pilot Plan for Rehabilitation of Employees Injured at Work" as early as 2022. The target is employees who have not returned to work after six weeks of physical injuries caused by work, and provide them with private outpatient rehabilitation services. The services will be provided by registered doctors, orthopedic specialists, physiotherapists and occupational therapists, and include the required imaging services (such as X-rays). In order to avoid repeated occupation of public resources, employees with work-related injuries will stop receiving rehabilitation services provided by hospitals and clinics under the Hospital Authority related to their work-related injuries and covered by the plan during the period of their participation in the plan. The pilot project will last for three years and is expected to involve approximately 434 million yuan in recurrent expenditure.

According to the Labour and Welfare Bureau, according to the 2019 statistics, of the 10,311 employee compensation cases involving 42 or more lost working days, the construction industry accounted for 2,334.

The Labour Department initially estimates that there are about 2,300 workers injured in the construction industry each year who can be included as service targets of the pilot scheme, and they can participate in the pilot scheme on a voluntary basis.

According to the current concept, the pilot plan will provide private outpatient rehabilitation services for participating employees with work-related injuries.

The services will be provided by registered doctors, orthopedic specialists, physiotherapists and occupational therapists, and include the required imaging services.

For the clinical situation of individual employees with work-related injuries, the attending doctor will work with rehabilitation professionals to formulate the required rehabilitation plan.

The pilot plan also allows private rehabilitation service providers to provide services through outsourcing, which is accountable to the Occupational Safety and Health Bureau.

In order to avoid repeated occupation of public resources, employees with work-related injuries will stop receiving rehabilitation services from hospitals and clinics under the Hospital Authority's hospitals and clinics that are related to their work-related injuries and covered by the plan during their participation in the plan.

The Labour Department and the Occupational Safety and Health Bureau will work out specific arrangements with the Hospital Authority.

After each employee with a work injury is approved to participate in the pilot scheme, a case manager will be assigned to follow up his case.

The manager is mainly responsible for the coordination between medical and rehabilitation professionals to enhance service continuity.

The case manager will work closely with the injured employees to ensure that they fully cooperate with the rehabilitation plan, and will provide them with the necessary psychological and emotional support during the process.
