Corona commissioner Roni Gamzo is ending his job today (Thursday) after three and a half months and returned to Ichilov Hospital in Tel Aviv, which he has been managing since 2015. During his tenure, Gamzo recorded several achievements to his credit, but also quite a few failures.

On the positive side, we can count the construction of the mechanism by which decisions are made in the Ministry of Health and the establishment of departments designated for the Arab and ultra-Orthodox sectors.

On the other hand, Gamzo's most notable failure is the rejection of his flagship program - the traffic light.

In fact, the general closure imposed on the Tishrei holidays can also be defined as a failure of the corona commissioner.

Gamzo announced immediately upon taking office that his goal is not to put the country in further closure.

He took office in mid-July, when the incidence of the virus increased from the beginning of August, and the Corona Cabinet saw that there would be no choice but to impose more significant restrictions.

As the days passed, Prof. Gamzo realized that there was probably no escape from imposing a general closure, but tried to postpone the exit to it as much as possible.

NEWS that ministers have sought to impose the closure as early as the last two weeks of August, but Gamzo still objected.

A month later, in mid-September, Israel entered a long and difficult closure, with some of the restrictions still in place.

Although the second closure led to a decrease in morbidity, it failed to reach the daily morbidity target that the Ministry of Health aspired to.

Officials in the ministry accused Gimzo that the closure was done too late, and that this may be why it was longer than planned.

Gamzo's failures: failed to restore public confidence

Gimzo's most resounding failure is the fact that he failed to convey his flagship plan - the traffic light plan.

This happened mainly due to political pressure from the ultra-Orthodox factions, which did not agree to close the cities where the ultra-Orthodox public is concentrated, such as Bnei Brak and Beitar Illit, despite the high morbidity.

Under current plans, the traffic light plan will take effect after Israel reaches the third phase of easing the closure, but at the moment the morbidity is rising again and the third phase is receding.

The responsibility for postponing the traffic light program also lies with Gamzo, who did not know how to work with politicians and recruit them.

The breaking point came around Rosh Hashanah, when Gimzo sent a letter to Ukrainian President Vladimir Zalansky, asking him not to include Breslav's followers in the Uman.

The letter was sent without the knowledge of the prime minister or foreign minister, and Gimzo sailed far beyond the confines of his sector.

After the letter was sent, he was unable to restore the ministers' trust, and even began a rift between Magen Israel, the national program to fight the virus, and the Ministry of Health. Gimzo gradually became the scapegoat of politicians. They managed to leave all the burdens behind them and bring about unified and uniform decisions.

One of the first things Prof. Gamzo planned in the post was to "restore public confidence in the guidelines." The guidelines, at times it seemed that even senior officials of the ministry could not explain why certain things were allowed while similar actions were banned.

In ultra-Orthodox society, mistrust has worsened, and many of the ultra-Orthodox leadership and street have accused Gamzo of opacity, and even anti-Semitism.

After Gamzo was marked as the one who acts against them automatically, he found it very difficult to reconcile with them.

Today, despite the serious morbidity situation in the ultra-Orthodox cities, many do not come to be tested due to the difficult feelings against the projector.

Gamzo ends his term when even in the general population there is a growing suspicion of the need for tests, when people know that there is a chance that they may infect a loved one with a serious illness, and still avoid being tested.

Gamzo's successes: managed to produce a sense of order and even hope

Gamzo nevertheless succeeded in some not insignificant subjects.

First and foremost, he built the mechanism by which decisions are made in the Ministry of Health.

When he hands the baton to the new corona commissioner, Prof. Nachman Ash, all the incumbents know what is required of them and have also learned to cooperate with each other.

Gamzo also set up the headquarters and the skilled team to treat the epidemic, which is the best way to defeat it.

Gamzo demanded that there be a dedicated desk for the ultra-Orthodox and Arabs, because according to him, these populations need special treatment.

The control center established in the Airport City brings together data from all the cities and from all the systems in charge of contact with the citizen, such as the police, the IDF and the Home Front Command.

Gamzo was not only successful in staffing, but was able to generate a sense of order and even hope in the citizens.

From the moment the nine-step plan to exit the quarantine was published, Israeli citizens feel that there is a kind of "compass" within the amount of knowledge and leaks they hear in the media: there is a plan, there are clear steps, there are goals that must be met.

While this does not automatically lead to an increase in confidence in the guidelines, it does leave Prof. Ash with an "overlap case", which remains to be implemented.

Gamzo's great success is the success of his personal image, he was able to show that he is the responsible adult and increased his prestige in the population.

Gamzo has created an image for himself as one who makes the decisions in a serious and matter-of-fact way.

In the corridors of the Ministry of Health, everyone thinks that his face is on national politics, and such an image would certainly suit that.

If Gamzo's term can be summed up in a lawsuit - trust in the guidelines and instructions has declined, but trust in him has grown.
