State of alarm extended in Spain 2:23

Spain reported on Wednesday that as of November 23 it will request a negative PCR test in the 72 hours prior to its arrival to passengers who come from areas at risk of contagion of covid-19.

This Thursday, the resolution was published in the Official State Gazette (BOE), where it was detailed which countries are considered risk areas.

In the list, in the category of third countries, there are seven nations of the American continent: Argentina, Belize, Colombia, Costa Rica, the United States, Panama and Puerto Rico.
In total, in this category, there are so far about 37 countries from Asia, Africa and America, in addition to countries outside the European environment.
The resolution also includes 28 countries of the European Union or the European Economic Area.
In some cases, however, exceptions are made in some regions.
Spain criteria
In the case of European countries, the categorization by risk areas carried out by the European Center for Disease Prevention and Control will be taken into account, which is updated weekly on its website, in accordance with the Ministry of Health from Spain.

While for third countries "the cumulative incidence of positive cases per 100,000 inhabitants in the last 14 days will be taken into account."
The list of countries or risk areas, as well as the criteria used to define them, will be reviewed every fifteen days, as published in the BOE.
However, the update will be effective seven days after its publication, to allow transport companies and tour operators to inform passengers.
The measure is in addition to the thermal, visual and documentary controls that Spain carries out on international passengers.
