The Chief Executive (CEO) of the West Kowloon Cultural District Authority will leave early at the end of the month, and the board of directors will hold a regular meeting tomorrow (18th).

"Hong Kong 01" received news that the board of directors will consider at the meeting that Chief Executive Carrie Lam Cheng Yuet-ngor will be the "leader", and Feng Cheng Shuyi, director of the Policy Innovation and Coordination Office, will be seconded as the chief executive officer.

"Hong Kong 01" has consulted the Policy Innovation and Co-ordination Office and the West Kowloon Cultural District Authority on the incident.

Feng Cheng Shuyi, Director of the Policy Innovation and Coordination Office, was appointed by Carrie Lam, then Chairman of the Board of Directors of West Kowloon, to become the "Five-member Core Group" of the Palace Museum in 2017.

The current chief executive officer Duncan Warren Pescod was originally scheduled to end the contract in August next year, but the West Kowloon Cultural District Authority announced at the end of September that Pescod would leave his post earlier on the 28th of this month.

The Administration will even recruit successors around the world for Patricia’s departure; however, Patricia said on his private social platform that the government has never contacted him on this matter, and is kept in the dark.

Transitional arrangements before global recruitment

It is reported that the government will secondment personnel to make transitional arrangements before the global recruitment has been completed.

Lam Cheng Yuet-ngor, the "leading horse", was the former Director of the Leisure and Cultural Services Department, the former Permanent Secretary of the Home Affairs Bureau, and the current Director of Policy Innovation and Coordination Office Feng Cheng Shuyi was accused of being a popular candidate.

From 2014 to 2018, Feng Cheng Shuyi served as the Permanent Secretary of the Home Affairs Bureau and became a representative member of the Home Affairs Bureau of the West Kowloon-Canton Office.

At the same time, she was appointed by Carrie Lam, the then chairman of the West Kowloon Board of Directors, to become a "five-member core group" to participate in the West Kowloon Forbidden City project and resolve disputes from time to time.

When WKCD responded to enquiries at that time, it only reiterated that it would seek secondees from the government as a transitional arrangement. The details were announced in due course. The Civil Service Bureau also replied at the time that the government was considering the relevant requirements in detail and making appropriate arrangements without commenting on speculative reports.
