Three former members of the Legislative Council, Zhu Kaidi, Xu Zhifeng and "Slow Bi" Chen Zhiquan, were arrested by the police early this morning (18th).
It is understood that the three people are suspected of violating the "Legislative Council's powers" by throwing or spilling foul-smelling liquid towards the podium during the Legislative Council meeting held on the morning of May 28 and the morning and afternoon of June 4 this year. The three former Legislative Council Members Zhu Kaidi, Xu Zhifeng and "Slow Bi" Chen Zhiquan are still under investigation at the police station.

According to the police, they received reports from the Legislative Council Secretariat on the morning of May 28 and the morning and afternoon of June 4 this year, stating that someone dropped or spilled foul-smelling liquid towards the podium during the Legislative Council meeting held during the aforementioned time period. In the May 28 incident, two people reported unwell.
After in-depth investigation and consultation with the Department of Justice, the Hong Kong Island Regional Public Activities Investigation Team took action today (18th) and arrested 3 local men, aged between 38 and 48, suspected of violating Chapter 382 of the Laws of Hong Kong "The Legislative Council" The "crime of contempt" in the "Powers and Privileges" Ordinance and the crime of "applying or attempting to use harmful substances with the intent to cause harm, mental injury or irritation to others" in the "Offences against the Person Ordinance" Chapter 212 of the Laws of Hong Kong.
The three arrested men are now being detained for investigation.
On May 28 this year, the Legislative Council conducted the second reading of the National Anthem Bill. Democratic Party member Xu Zhifeng walked to the stage to put down the rotten potted plants, which caused the meeting to be suspended.
When the Legislative Council was renewed on June 4, Zhu Kaidi and Chen Zhiquan threw organic fertilizer with a strong smell.
