As for the construction cost, he said that the 3.5 billion yuan sponsored by the Jockey Club was partly allocated for construction and partly used for the purchase of facilities. He emphasized that he would handle financial arrangements carefully and be confident that he would not overspend.

If in the future, if there is an overspending, he is asked whether it will be borne by the Hong Kong government or additional funding to the Jockey Club. He will point out that he is "unsatisfied."
