The government announced today (18th) that the Tuen Mun-Chek Lap Kok North Link (Tuen Chi Tunnel Road) will be opened to traffic on December 27, and the route from the northwestern New Territories to Lantau will be more direct.

According to the information, the opening of the Tuen Chi Tunnel has been delayed many times, and there have been overruns. The total cost of the project contract has been about 32.7 billion yuan, which is only 20 billion yuan to complete the Tuen Mun West Bypass and Tuen Mun West Bypass when it was proposed in 2007. According to a document submitted by the Transport Department to District Councillors earlier, after the opening of the new road, the relevant bus routes in Tuen Mun can shorten the journey distance and time by about 30% to 40%, and the fares of some routes can also be reduced accordingly.

After opening to traffic, the bus routes will be converted to new roads in phases. The first phase will be related routes in Tuen Mun, including A33, A33X, E33, E33P, NA33, and the newly opened A34. KMB disclosed earlier that the Transport Department will first Assess traffic flow, and then adjust related routes such as Yuen Long and North District.

KMB also claims that the fare for Route A in Tuen Mun is $27.7, which can be reduced to $15 after the route is changed.

Looking at the information, the government proposed the Tuen Chi Tunnel as early as 2007. In the 2007-2008 Policy Address, the then Chief Executive Donald Tsang announced that the Tuen Mun West Bypass and the Tuen Mun-Chek Lap Kok connecting road would be constructed. The total cost of the two is about 20 billion yuan, and they are expected to be completed in 2016 to provide roads directly connecting the northwestern New Territories and the Hong Kong Airport to alleviate the busy situation of the North Lantau Highway.

However, when the Legislative Council applied for funding in 2013, the construction cost of the Tuen Mun-Chek Lap Kok Link Project alone had reached about 44.8 billion yuan. Together with the preliminary works and surveys, a total of 47 billion yuan was required.

According to the Highways Department’s webpage, just calculating the contract cost of many major works of the Tuen Chi Tunnel, about 32.7 billion yuan has been required, of which the cost of the 5-km two-lane two-way submarine tunnel and the Tuen Mun reclamation project has reached 18.2 billion yuan.

In addition, it was mentioned that the material project was completed in 2017, but it was later renamed that the current Tun Chi tunnel road was completed at or before the end of 2018, but it was finally postponed for another 2 years, and it will be opened to traffic at the end of this year.
