A Hong Kong Journalist Association that submitted a judicial review said that it welcomes the court’s ruling and urges the government and the police to respond to the court’s suggestions as soon as possible. The Commissioner of Police, Tang Pingqiang, should immediately instruct frontline police officers to clearly display the police number when on duty.

The chairman of the IPCC, Leung Dingbang, said that he absolutely did not believe that the police had "intentionally violated the law." He also said that the police had explained that there was a need for action. The IPCC would study the verdict in detail and examine whether there is a need for follow-up.

The Police Force also stated that it will study the relevant verdicts with the Department of Justice, conduct inspections and follow up appropriately.

Yang Jianxing, chairman of the Association of Recorders, said that many meetings with the police in the past have reflected the problem of displaying the police officer's number, including the most recent meeting with the Commissioner of Police Deng Bingqiang in mid-May.

Yang Jianxing said that in the past, he wrote to the IPCC several times to ask for interviews to reflect the difficulties of the interview, but he was never received. When the IPCC was writing related reports, it had never consulted the Association of Recorders.

Liang Dingbang: Proof that the police deliberately violated the law does not exist

In response to media enquiries, Leung Dingbang, chairman of the IPCC, said that he absolutely does not believe that the police deliberately violated the law. To prove that the deliberate violation of the constitution and the law "needs a lot of evidence, and the evidence does not exist." If necessary, the police will give advice.

He pointed out that some people should also know the background and reasons for being beaten. He believes that the world is not only one side and should not make judgments. When asked, it is unfair to people who could not complain at the time. Liang Dingbang said that Hong Kong is a society under the rule of law. If you think it is unfair and want to pursue it, there will be court procedures. If Hong Kong does not have the rule of law, it cannot become a financial center.

The Police Supervisory Committee will study the verdict in detail and examine whether there is a need for follow-up.

The Police Force stated that it is aware of the court rulings and will study the relevant verdicts with the Department of Justice, conduct inspections and follow up appropriately.
