Bielefeld: The value of new infections per 100,000 inhabitants within seven days is lower here than in the Balearic Islands

Returnees from foreign risk areas actually have to go into quarantine at home after entering North Rhine-Westphalia.
The higher administrative court in Münster has now overturned this quarantine requirement.
The reason: According to the court, the country did not take into account that travelers are exposed to a higher risk of infection when returning from countries with lower numbers of infections than at their place of residence after returning home.
Thus, the quarantine is currently not a suitable means of containing the corona pandemic in Germany, the court announced on Friday.
This order can not be contested.
The plaintiff from Bielefeld was in Ibiza until November 13th and then traveled on to Tenerife.
He wants to fly back to Germany on November 22nd.
Because the value of new infections per 100,000 inhabitants within seven days in the Balearic Islands is significantly lower than in Bielefeld, he defended himself against the accusation of being qualified as suspected of being infected.
"The risk of infection emanating from the returnees is no different than if they had stayed at home, at least with comparable incidence values," wrote the Higher Administrative Court in support of the reason.
The contested regulations are therefore disproportionate.
