The DAB conducted a questionnaire survey on "Rent Management of Basic-level Residents and Subdivided Housing" from 6 to 15 of this month. It interviewed 296 households in unsuitable housing such as subdivided houses, rooftop houses, and cubicles. The survey found that the rent was too expensive and the per capita area Small size and high electricity bills are the top three problems for grassroots households.

The survey also reflects that 88.9% of the respondents think that government support measures are insufficient, and only 2% think that they are sufficient.

Li Huiqiong, chairman of the DAB, said that the DAB had suggested that the government set up rent control, but the progress was slow. He believed that the current economic downturn in Hong Kong and subdivided housing tenants faced rent pressure and hoped that the government would submit a motion to the Legislative Council for consideration as soon as possible. Under the new situation, the Legislative Council, if the bill is reasonable and reasonable, the Legislative Council will scrutinize it as soon as possible to benefit the grassroots citizens through legislation.

Zheng Yongshun also pointed out that the re-introduction of rent control has been discussed for quite some time, and he hopes that the sub-house rent control research group will submit a report to the government as soon as possible, so that the government can start legislation on rent control and strive to submit a bill to the Legislative Council within 2021.

The survey shows that 65.2% of the respondents support rent control, while only 9.5% oppose it.

Cheng Yongshun, a member of the DAB Legislative Council, pointed out that there are currently 100,000 subdivided housing tenants in Hong Kong, involving more than 200,000 subdivided housing tenants. Their living environment is narrow and the rent is expensive. He said that subdivided housing tenants are in dire straits.

Zheng Yongshun pointed out that although the government has set up a subdivided housing issues group and held public hearings, the public hearings only discussed superficial issues and expressed disappointment at the lack of details on the rent control of subdivided housing, and hoped that the government could propose amendments to the bill on rent control.

He hopes that in the "Policy Address" to be released next Wednesday, there will be medium and long-term policies to support subdivided households.

Zheng Yongshun also pointed out that the re-introduction of rent control has been discussed for a long time, and it is hoped that the subdivided rent control research team will submit a report to the government as soon as possible so that the government can start legislative work on rent control and strive to submit a bill to the Legislative Council within 2021.

Zheng Yongshun said that the regulations on the management of subdivided rents should include the establishment of a ceiling for rent increase, with reference to the public housing rent adjustment mechanism; to ensure the protection of the right of residence, the landlord must provide reasonable reasons for not repossessing the unit or terminating the lease at will; regulating the overcharge of water and electricity.

Zheng Yongshun believes that in addition to re-introducing rent control, the DAB also proposes to introduce measures such as rent subsidies, increase the supply of transitional housing in the urban area, and actively increase the supply of land to alleviate the housing problem of local residents.
