The committee of inquiry into the submarine affair, the establishment of which was announced today (Sunday) by Defense Minister Bnei Gantz, was established in accordance with the government law.

This means that without government approval, it will not have the powers of a government commission of inquiry - that is, the power to compel witnesses to appear before or hand over documents, and to impose sanctions on them if they do not do so.



Ganz also had the option of establishing under the Military Jurisdiction Act.

Such a committee might have been more limited in the scope of its examination, as it could examine only what is defined as a "matter concerning the military," but it had the power to compel witnesses to appear before it.



Gantz's entourage clarified that the minister would have preferred a state commission of inquiry into the submarine affair, in order to reveal the truth regarding the acquisition of the vessel.

However, because he was unable to carry it out, he decided to set up a review committee by default.

The Ministry of Defense is already preparing for the establishment of an investigation committee into the submarine affair.

The first stage, of granting the letter of appointment and authorizing the members of the committee to examine the matter, has already been carried out by Ganz.

The next step will be to pass on a security classification to the committee members, after which they will be able to be exposed to all the materials they will seek to study, even those that contain confidential details.



Once the committee members have received all the relevant materials for review, they will study the material and decide who to call for testimony.

According to estimates, the first to testify will be the purchasing director of the Ministry of Defense, followed by personalities who held senior positions in the period attributed to the submarine affair - 2017-2009.



According to security sources, committee members are expected to summon officers in active service and former senior officers, as well as officials in the Ministry of Defense and current or former civil servants.

Among the senior officials who appear to be summoned to testify: former Defense Minister Ehud Barak, former head of the Defense Ministry's political-security division, Amos Gilad, and former Defense Ministry Director General Dan Harel.
