Tomorrow is the first anniversary of district elections. The chairman and vice chairmen of the multi-district district councils will hold a press conference today (23rd) to summarize the work of the last year in office.

The convener of the 18-district Democrats Conference and the chairman of the Saigon District Council of the New Alliance, Chung Kam-lun, said that although the democrats dominate the operation of most district councils, they have faced many restrictions in the past six months. Among them, more than 20 million funds have been approved by the district councils. However, it was delayed by the Home Affairs Commissioner, including community research projects and subsidized building disinfection.

Regarding the government's study of amendments to Article 104 of the Basic Law on the oath of public officials, it may include district board members.

Zhong Jinlin pointed out that the district councillors had signed a statement supporting the Basic Law and the SAR government when they were running for the election, and they did not think that additional oath requirements should be added.

He emphasized that even if the district councils face repression, they will definitely stick to their posts, defend the front, and fight to the end.

Over 160 discussion agendas accused of ultra vires

The democrats cited a number of statistics at the press conference.

Zhong Jinlin pointed out that since the district council took office, more than 160 discussion agenda items have been violated by the Commissioner for Home Affairs and refused to provide secretarial support. In addition, public officials have left the meeting 90 times during the meeting.

Among the issues alleged to be ultra vires included police actions in the area, as well as many livelihood issues, such as the minimum wage review and Lantau tomorrow.

Zhong Jinlin mentioned that the government has set up district management committees in all districts since 1982, and will invite district council chairpersons to serve as members. Generally, meetings are held every three months. However, some districts have never convened during the current term of the district council. At the meeting, it was also pointed out that the authorities planned to no longer invite district board representatives to participate in the meeting, which raised doubts about the sincerity of the government and the district boards in cooperating with people's livelihood issues.

Yu Debao said that he believed that after the resignation of the democratic legislators, the district councils would become the target of key suppression and attack by the government and the establishment, emphasizing that they would fight every inch of their territory.

Yu Debao refutes the establishment: the democrats have set aside chaos anyway

Yu Tak Po, vice chairman of the Yau Tsim Mong District Council of the Civic Party, said that after the resignation of the democratic legislators, the district councils will become the target of key suppression and attack by the government and the establishment.

Regarding organizational groups criticizing the frequent chaos in the district councils this year, Yu Debao said that they are correcting the chaos in the district boards dominated by the establishment in the past, including the cancellation of appointed votes and co-opted members.

The chairman of the Yuen Long District Council of the Democratic Party, Wong Wai-yin, said that in addition to being on the streets this year, the council was also suppressed.

Wong Wai-yin said that the Yuen Long District Commissioner had put pressure on organizations that assisted the District Council in purchasing masks, so that the organizations would not provide them with masks.

He emphasized that the government's move is aimed at dwarfing the district councils and believes that the government will reduce the resources of the district councils in the coming year by delaying the approval of funding.

Wong Wai-yin also mentioned that although the 721 incident working group established earlier was accused by the District Affairs Commissioner that it did not comply with the District Council Ordinance, he said that the group had held at least two meetings and reiterated that even if the government obstructed, they would still issue a report on the 721 incident. .
