Chinese Foreign Minister Wang Yi had a phone conversation with Josep Borrell, EU High Representative for Foreign and Security Policy, on November 23.
The two discussed Sino-European relations, and Borelli also expressed concern about the situation in Hong Kong.
Wang Yi said that China and the EU should first handle their own affairs and at the same time strengthen strategic cooperation to play a constructive role in responding to global challenges.
China is willing to step up and reach a China-EU investment agreement with the EU, and strengthen coordination and cooperation in areas including climate change and biodiversity protection, so as to provide an institutional framework and good expectations for China-EU cooperation in key areas.

Wang Yi pointed out that the EU should insist on opposing artificial decoupling, independently decide its foreign policy in accordance with international relations norms, oppose group confrontation and the new cold war, establish a cooperation-based policy framework for China, and develop more active relations with China.
Borelli said that despite the differences in political systems and historical and cultural backgrounds between China and Europe, the EU is willing to carry out effective cooperation with China in the spirit of mutual respect, jointly respond to global challenges, and add balance and predictability to the world.

Borelli also expressed to Wang Yi that the European side is concerned about the situation in Hong Kong, reiterated the EU's position, and emphasized the importance of China's respect for Hong Kong's autonomy under "one country, two systems."
