The record abstention in the municipal elections of 2020 and the persistent unknown as to the restrictions in force at the time of the departmental and regional elections of 2021 - even if they are postponed from March to June - have revived the debate on the postal vote.
Those in favor of its reintroduction in France see it as a remedy for abstention;
its opponents fear the risks of fraud.
A minority practice in Europe
In France, postal voting was abolished in 1975, due to the risk of fraud, and replaced by proxy voting, each voter being able to have two proxies, one of which was drawn up by a French citizen residing abroad.
For the second round of municipal elections in June 2020, due to the health crisis, the two proxies could be established in France.
Elsewhere in the world, several countries allow postal voting, from the United States to Australia.
On the European continent, this practice remains in the minority: 14 States out of 48 allow it,
